these tags are stating different things though:

oneway:bicycle=no => 70400 is about oneway roads where the oneway
restriction does not apply to cyclists.

cycleway:left:oneway=-1 on the other hand is describing a dedicated cycling
infrastructure with a oneway restriction (opposite to the osm way
direction).
