A few guesses http://forums.3drealms.com/vb/showthread.php?t=35504 talks about the installer not knowing how to deal with UAC, so first thing to try would be download the 32 bit .zip file and unzip VLC into a new directory somewhere. If the new user account works fine then the previous account was corrupt, you may follow the link given below to fix the corrupt user profile.
