I just now installed VLC 2.1.1.0.

I right-click on the link and select Save Link Target As, saving the
download in a folder.  I go to that folder and double-click on the saved
file.  It opens in VLC, which plays the stream.

However, if I select the link in a Web page, I still get the same
problem that I reported at the start of this thread.
