I think of a filter as being that (rejection tool, i.e. a web filter rejecting porn 
sites), and/or something that something else passes through and is changed along the 
way, like a water filter. A water filter may remove some impurities, but it can also 
add things (salts, etc). The main thing is that it's a conduit that makes some type of 
change.

The only term that I can think of that they'd be likely to comprehend (and also fits 
[not as well, but...]) is "scanner". People are used to "virus scanners", but then 
their virus scanner deletes viruses, and our spam scanner doesn't delete spam...

I say keep it as "filter." SA isn't meant to be a tool for the masses - it's an 
administrative tool. Administrators should understand the context of how "filter" is 
being used. If they don't, they shouldn't be running mail servers...
