Well with much less traffic, ISPs can now monitor port 25 traffic from customers. Being able to red flag very high traffic.
Plus, spammers may call and unblock their own connections, but they're not going to be able to call every ISP in the world and unblock port 25 for every machine they want running a zombie process :-)
