Thanks. Here's a copy of the maillog with debug turned on. It shows a 30 second delay for the run_rbl_eval_test rule with a hit at SPAMCOP. However how do I find out which RBL test is timing out?

sure. you're hitting a timeout, probably razor or a dnsbl.
