They do? Really? I ordered a T1 circuit from them on the 2nd of this month and they told me that they don't delegate reverse DNS to customers. =/
My current provider does, but I used to work with most of the NOC engineers at another ISP.
AFAIK they don't delegate reverse DNS, but they do allow you to specify what you want the RDNS to by by calling them up. So you can set your own RDNS entries by jumping through a hoop or two, you just can't do so on your own server.
SBC lets DSL users do forward/reverse DNS as well. Friend of mine basically had to drive to an SBC office and spraypaint his request in the parking lot, but they got him set up before he got there. ;)
