You're wrong. Firstly, we aren't "blocking" those hosts, we are assigning a score of 0.5 to those hosts, and a score of 5.0 is needed for an e-mail to be _TAGGED_. Secondly read the evidence at http://www.rfc-ignorant.org/tools/detail.cgi?domain=64.216.0.0/14&submitted=1023869928&table=ipwhois. Essentially, they have incorrect info in their WHOIS -- e-mail to the IP coordinator <[EMAIL PROTECTED]> bounces. In addition, the netblock is a known source of spam. (Sure, its a big netblock, and likely little spam, but it's still a justification.) If you don't like it, you won't like virtually all the RBLs.
