I think CC: works as well as To: with the whitelist_to settings.

The method I use is even less work than yours:

all_spam_to            *@lists.sourceforge.net

Of course, that covers other sourceforge lists too, which may or may not be
what you want. You could be more specific, of course:

all_spam_to            spama*@lists.sourceforge.net

The all_spam_to setting subtracts 100 from the score just like the rule you
suggested. This catches every single SAtalk and SAdev message, doesn't
require a new rule, and works in individual user preferences.
