No, just submit a bug, then submit patches and such as attachments to
the bug.  Or if you don't want to use attachments, put them up on a
web site and put the URL in the bug.

If you want to advertise or discuss a particular bug on the mailing
list, by all means do so.

This practice saves bandwidth, prevents accidental filtering, and also
makes it difficult for developers to forget about a particular issue.
