Short answer: nothing works. Long answer: without putting in place arbitrary and silly limiting software (no more than 100 SMTP connections a day, no more than 5 addresses) etc. A determied user on your dialup can send spam. The silly and arbitrary rules will make your life MUCH harder. ("What do you mean I can't send my party notice to all 22 of my firends?") If you block access to port 25 from you DUL like some of the large ISPs doat least you will have a record on your server of the spam, but you limit your users and place a larger burnden on your own SMTP. The only thing that has worked (I don't run an ISP myself, but I have firends who do) is draconian anti-spam rules in the TOS. $50 per spam that is sent. Action on any spamming is swift and sure. All acounts are on EFT too, iirc. they did make $11,000 dollars in 2 days off a (very stupid) new account that immediately sent out 2.1 million spams. There was only $11,000 in the EFT account. However, unlike the big ISPs they do take the time to ensure the suppsoed spam is, in fact, spam. You'd be surprised (or not?) how often someone signs up for info from a web site and then forgets. 6 mnths later when they get a "Hey, we've updated our pages and added some products" they throw a tizy fit about being "spammed."
