Why not put the eval tests into .pm files in the rules directory?  Then you 
could have 20_body_tests.cf, 20_body_tests.pm, and so on.  This would make it 
easier for there to be user contributed eval tests, since you'd just have to 
plop a .pm file in the rules directory, rather than patch EvalTests.pm
