looking into a bug reported against our Spanish localization. The
expectation is that when the Alt + A is pressed, the focus would be
received by the EULA checkb

A localization file (WXL) is required if you use loc variables

Yes, I have a Strings1033.wxl file for my localized strings. In there I
have a line:
EULA1033.rtf
The
X 2.0. You should specify that the Text/@SourceFile
attribute currently isn't localizable.
