SSH is available on Windows and Mac.
When I was trying out the Mac clients I tunnelled VNC through SSH without
any problems (apart from speed - my Duo is very old).

Pro workstation over a dialup link into a RAS box through to an NT4 SP6a

Sounds like a dodgy driver, or hardware, if changing the OS didn't help.
VNC is fairly demanding of the display and network hardware, so bugs in
those or their drivers are the first to show up.
