In certain locals, unless the user was informed that their mail would be
archived, it might very well be illegal to do so. Scanning both
incoming and outgoing mail would be a far better solution, and one that
is currently used by several ISPs.

That should be changed. No server should be forced, or at least
encouraged to implement the 'VRFY' command.

Better, provide output from the postfinger tool. This can be found at
