If I remember correctly, in the config section of Outlook, when setting
up an account, there is is test button.

<TOOLS>; <E-MAIL ACCOUNTS>;
view or change existing e-mail accounts
POP3 or IMAP depending on your system

After insuring that the entries are correct, use the "Test Account
Settings".

What does the output show?

Assuming that the mail is sent, the problem is probably not with MS
Outlook.
