wait till apple localize it.
This might not mean that you can't get an arabic voice and edit
documents in arabic, but it does mean that you won't hear the
elements, forms, tables, menus etc spoken in arabic by VO.

language packs for that language in the instalation? I.e. If I want to run

This is a little conflict that currently exist between VoiceOver and
the system voice when they are trying to do speech at the same
time. If you press the control key when you run into this
situation, everything should work OK.
