Nothing. So long as your "outputter" (Qt, gtk, XForms) can understand UTF-8

what do you think of this approach/code? It enables us to generate a valid
UTF-8 encoded i18n.php3 with minimal human intervention.
If you're happy, then I'd like to commit this. (To the devel tree too of
course.)

The attached patch fixes that. It is not safe to assume that all languages
known by babel have a corresponding quote language
