Further investigation shows that
 - tex2lyx imports documentclass option frenchb as \quotes_language frenchb
 - tex2lyx does nothing when documentclass option is french, i.e. sets default
\quotes_language english

This error is a minor one, as it is corrected easily.

In fact, the Document language is English if there is a documentclass option
named french, and this option is inserted in the Extra options field
of the Layout->Document menu (which is almost equivalent from a babel point
of view).

I think that tex2lyx should set 
\quotes_language french
for any french class option (french, frenchb, francais, canadien, acadian)
which are equivalent in babel.sty v>3.6
and set the language to French (and this should in turn point towards french).
But Jean-Marc must know better about these issues, following the recent
discussions on lyx-fr.users.

Of course, explicit options to babel should be kept as is in the preamble.
