Thanks for responding. So, this appeared to have worked now: dnf update fedora-gpg-keys dnf update fedora-repos --release 37 (--release 38 made no difference for now). And now this works, because gpg-pubkey-eb10b464-6202d9c6 is now installed: $ dnf download --assumeyes --releasever=rawhide zip
