We want to unretire efitools because it's the only software that
allows dealing with detached signatures for authvars. It was
retired because of openssl engine support is deprecated. We prepared
a build with support for engines removed, hence the idea to unretire
the package.

When a system is _upgraded_ to F42, we try to "merge", by making
/usr/sbin a symlink to /usr/bin. This is blocked when a package lists
files under /usr/sbin. It'd be great to rebuild/update those packages,
so that the upgraded systems reach the intended state and look the
same as new installat

About three weeks ago, pull requests to convert packages to use sysusers
and/or to drop calls to %sysusers_create_compat were filed. So far
50% have been merged or otherwise handled (149 merged, 29 closed, 178
remaining).
