I'm updating bzip3 component to 1.5.1 version whose library will changes
a soname from libbzip3.so.0 to libbzip3.so.1 because it changes API and ABI.
There is no reverse dependency in Fedora 42.
Should you have a private package using that library, you will need to port it
and rebuild it. See NEW

Public Domain and zlib and GPLv2+
to:
Public Domain and HSRL and GPLv2+
The License tag will be converted to SPDX format once Legal approves new
license identifiers.
