bzip3 soname bump in bzip3-libs-1.5.1-1.fc42

I'm updating bzip3 component to 1.5.1 version whose library will changes a soname from libbzip3.so.0 to libbzip3.so.1 because it changes API and ABI. There is no reverse dependency in Fedora 42. Should you have a private package using that library, you will need to port it and rebuild it. See NEW
