Yes, this has been happening to me running Ubuntu 12.10 x64 and
LibreOffice Version 3.6.2.2 (Build ID: 360m1(Build:2)) the dialog boxes
are not displaying. When it occurs all dialogs won't display which
requires closing all LO documents and reopening them. Then they'll
usually turn on.

Just updated in last few weeks, i think ubuntu 12.4
To sign the document i have to send it to my neighbors windows computer,
open it, sign it, then send it, then I get a note from echo sign that

Here is an alternative dialog we can present. In this case you are able
to continue the shutdown process if you desire and continue with the
current PolicyKit behaviour. This option wouldn't be shown inside the
greeter though we could fix the PolicyKit issues there and resolve that
in the future.
I don't think this is unique to gnome. I have had this problem with
gnome in the past and, presently, with KDE.
It seems the desktop environments are missing something about informing
the x input layout about the layout change or maybe there's a bug in
xorg-server-input-keyboard.

I'm marking this Fixed for Ubuntu 13.04. I opened Universal Access and
set Large Text to On.
The overview and the rest of System Settings now seems to reflow and
display correctly. Please open a new bug if a specific part isn't
displaying right with Large Text.
