Well, I think Ubuntu should offer two solutions with a simple question:
Do you want to install a system in a language other than english?
1) if you have an internet connection you can download the CD
2) if you don't have an internet connection you have to download the DVD with
full language packs
I know that the problem is that, without an internet connection, the system
hadn't yet downloaded the language-packs needed to have a fully Italian
installation, but a typical user thinks to install an italian system and, to
log-in, he has to translate from english (ok, to log-in he can perceive

What you say, Sebastien, is correct. I think the only pratical approach (I
follow this for my reports) is to just start from Ubuntu. If an Ubuntu user
find a bug he will report it on launchpad and then, if necessary, on upstream

seahorse developers (ok, the tab "trusted keys" was removed but the
issue was not only related to this) but I couldn't (as bug #493473).

Pedro, I think apport-collect isn't present in Hardy. In fact:

Pedro, I made a test with Jaunty but the issue is the same also in that
distro. In fact my camera was recognised as c-2040z.

Well Pedro, consider that it's not mandatory that "on this computer"
account is the default one. So you can create for many reasons other
accounts and you only want to display the default. For some reasons "on
this computer" accounts cannot be renamed (bug #399167) and hidden.
