Some configuration data is already loaded.
Is this expected? It doesn’t appear to cause problems because it falls back
to a temporary location. Is there some way to suppress this message?

do some manual checks for each of these before a release.
I would really like to see Redmine release with trixie, but I am
reticent to do so if it breaks users setup more than the required
changes in the Apache or Nginx config file to match the 6.0.0
transition.
