tested with msgfmt and podebconf-display-po.

Actually, it looks like this is probably caused by the same issue as
560056, and is a problem with the java virtual machine. Could you try
running with the -Djava.net.preferIPv4Stack=true flag to java and see if
that fixes the problem?

I've tried reproducing this but it all seems fine to me. I tried both
specifying localhost and specifiying the ipv6 address explicitly. Have
you got your database setup so it's not listening on the ipv6 address?
