I think the logic is so simple, that if the translators update the
PO-Revision-Date and the maintainer of the package inserts a correct
revision date (both should be the case), then it will definitely work.

have doubts, whether such an out-sourcing should be done, because the
script is in theory universal, i.e. could be user just by anyone, not
necessarily Debian developers and hence the appropriate package might
not be installed.

mental releases do have
some serious bugs apart from translations, so it shouldn't be too
important to mention translation updates in the release to
experimental, but rather to unstable.

any idea about how you release your packages, could you please tell me
how you'd like this automatic-translations-changelogs-update feature
to work, I'll try my best to implement it!
