Is the goal here to have people actually pre-register or just to get some numbers for planning purposes? If the immediate goal is to just get some ideas for basic planning, a three question survey would do it and probably be better. You wouldn't even need to have accounts or e-mail addresses. :)

Hi, for DebConf16 we use a new system, Wafer, to collect registration information, participant preferences and talk proposals. We plan to do a pre-registration soonish (to get a feel for the amount of attendees we can expect and to get people in early that may require sponsorship), then a form
