has no man page and is not mentioned in the freshclam man page. I did
find a reference in the manual, but it was under installation not
configuration. I understand that this is an open source project and

That is what he's saying. It does not use clamav.conf.
If you want to run a periodic filesystem scan setup a cron job with the
appropriate arguments
