I'm guessing you've already checked
a) Element numbers (they CAN change)
b) That your drives hasnt gone over-due on cleaning
c) That the tapes has been usable before
d) That your library device is available (if not, it's gonna put your volumes
in an unavailable state)

I suspect there is nothing wrong with your volumes...there could be though.
It is hard to beat Richard Sims' advice.
Check the actlog(s) of the server and or library manager for error and
warning messages related to tapes/paths/drives.
You could also check the system log of the host system for erro
Have you tried an "audit library". That would tell you whether TSM can see the
tapes or not.

When the volumes are updated to access=readwrite the commands seems to work and
in the error it doesn't show much. It seems the tapes go offline fairly
quickly, As soon as the request for a mount of the tape is made, At least
that's the way it seems to me.

The Activity Log should have messages for when the tapes went to Unavailable,
thus suggesting a cause. If a Library Manager is involved, it may be having
issues which need investigation.

That is a q vol, not q libvol.
It sounds like TSM or the library can not find the tapes.
- The location is blank, so TSM believes the tapes are home. That does
not guarantee they are, or that they are in the right address in the
library.

If you are running AIX 7 TL1 at SP 2 or SP3 or AIX 6 TL4, TL5, TL6, or TL7 at
the latest service pack level there is a potential problem with the Daylight
Savings Time transition.
Symptom would be a early transition to DST from standard time

Yes, we received the DST notification for AIX V6/V7 late Friday, 2 March 2012.
Our AIX consultant had us use the Olsen environment and we re-booted our AIX
V6.1 servers. Since we are late on AIX migration from AIX v5.3.12.3 to AIX
v6.1.7.1/3, we only had six AIX servers to modify.
