Battle of Milwaukee.

There was a great action in Milwaukee on Monday 3/24 that almost 
spontaneously came together. A few affinity groups got together and started 
planning for a Critical Mass against the war. Before we knew it, around 300 
people showed up to block the main intersection in the downtown. There were 
people on bike as well as on foot, which kind of slowed the momentum down a 
bit. Unfortunately my bike was on hiatus so I was one of the walkers. At 
the beginning of the protest there was one cop there, who after seeing us 
take the intersection freaked out and called tons of backup. By the time we 
left the intersection about a dozen cops had already arrived. As we headed 
south down Water street I began to notice what seemed like rain but when it 
started to smell a little sweet and then a little choking I turned around 
to see a Milwaukee police dept van cruising behind us with a mace cannon, 
spraying it at the crowd. The best part about it was that they didn't seem 
to know how to use it! It was like they got a new toy and couldn't quite 
figure it out!
We looped back to make another pass through the intersection but the cops 
were ready for us this time. We were toting around this 50 ft. long (very 
phallic looking) 'missile' that we had styled after a chinese dragon and 
the cops started attacking it. At first they weren't even going for the 
people, just swinging their batons at the sides of this thing. After that 
is when it turned violent though. Cops started swinging extension batons 
and pepper spraying people who were standing on the sidewalk. They also 
began grabbing anyone they could get their hands on and arresting them. A 
lot of people locked up and actually successfully diverted arrest. Other 
people were running around un-arresting people as they were thrown on the 
sidewalks. One of my friends actually un-arrested herself with a pair of 
pliers she had in her back pocket. Unfortunately about 12 people did end up 
getting carted away by police. They were pretty brutalized, cops were 
swinging at them on the ground and spraying pepper spray into their mouths 
when they yelled in pain.
Eventually we re-grouped and started snaking through the city to avoid the 
wagons that were reported to be hidden just around the corners of 
surrounding blocks. We ended up at the city jail making as much noise as 
possible. We were probably there for about 5-6 hours waiting for our 
friends to be released. At the end of the night all but two were released, 
one had outstanding warrants and the other was from out of state.
Not a bad action for our small town.

One of the masterminds of the Bali bomb attacks has called on fellow 
Muslims to support Iraq as he was handed over to prosecutors in Denpasar today.
The handover means Iman Samudra's trial is expected to start with two months.
Nearly five months after he was arrested, Samudra was handed by police to 
prosecutors, along with two of the minor suspects Abdul Rauf and Andri 
Oktavia who assisted him before and after the Bali attack.
Police handed over Samudra's laptop computer and a motorbike among exhibits 
to be used in the trial, which is now expected to start before the end of May.
The trial of the suspect Amrosi is expected to start late next month.
Samudra called out as he left the court for fellow Muslims to support the 
victory of Iraq, saying he hoped America would be destroyed as soon as 
possible.

SCOTTSDALE, Ariz.--Search-tool company Google has no plans to sell its
shares to the public any time soon, co-founder Sergey Brin said Tuesday.

Brin discussed the reasons for not rushing an IPO during an on-stage
interview with technology guru Esther Dyson at the PC Forum technology
conference. 
That Google is not eager to go public is understandable given that many
technology stocks are trading near all-time lows and investors are
distracted by the war in Iraq. Still, Google's popularity has fed
persistent speculation that the company, founded in 1998, is ripe for an
IPO. But Brin said there are many good reasons for going slow. 



"That's a lot of work, and I'm lazy," Brin joked. "It
requires filling out a lot of forms. The S1, in particular, seems like a
really long one," he said, referring to the form required by the
government to start the IPO process.
"Thus far, laziness has won out," he added. "There are so
many other things for us to do." 
More seriously, Brin explained that competitors would gain insight on
Google's finances. He added that going public could cause the company to
focus too closely on short-term financial concerns and distract employees
who watch the day-to-day movements of the stock. 
"The distraction, I think, is a problem (as well as) having to deal
with numbers on a quarterly basis," Brin said. 
Under the Wall Street microscope, Google also might have to cut back on
the many perquisites it provides employees, such as free lunch and
dinner. 
Yet many employees might gladly give up some benefits in order to cash in
their stock options. The financial reward to employees is one of the
compelling reasons for an eventual IPO, Brin said. "So, we can't
avoid it forever."

Engineers who design biometric technologies and Internet authentication 
mechanisms should take more aggressive steps to preserve privacy, a new 
government report says.
The 177-page report released Tuesday afternoon by the National Research 
Council suggests specific guidelines for authentication technologies, such 
as passwords, identification cards and key cards, and the use of biometrics 
to verify physical characteristics like the shape of a retina or fingerprint.

"The ability to remain anonymous and have a choice about when and to whom 
one's identity is disclosed is an essential aspect of a democracy," said 
Stephen Kent, chair of the committee that wrote the report and chief 
scientist for information security at BBN Technologies in Cambridge, Mass., 
which is owned by Verizon Communications.
This report represents the most detailed analysis to date of the tension 
between authentication--which requires the disclosure of information to 
confirm a person's identity or access--and the perils such systems may pose 
to the privacy and anonymity of people who use them. Microsoft's Passport 
and Sun Microsystems' Liberty authentication systems received only a 
passing mention in the report, which concluded that their privacy 
implications "ultimately depend on choices made at the design, 
implementation and use stages."

"The development, implementation and broad deployment of authentication 
systems require us to think carefully about the role of identity and 
privacy in a free, open and democratic society," the report said. "Privacy, 
including control over the disclosure of one's identity and the ability to 
remain anonymous, is an essential ingredient of a functioning democracy. It 
is a precondition for the exercise of constitutionally protected freedoms, 
such as the freedom of association."

For instance, the report said, the General Services Administration's Access 
Certificates for Electronic Services program could raise privacy risks if 
used as a standard way to identify Americans who interact with the federal 
government. "It might be relatively easy to determine if, say, the 
individual who had a reservation to visit Yosemite National Park was the 
same person who had sought treatment in a Department of Veterans Affairs 
hospital for a sexually transmitted disease."

The report, like other reports produced by organizations that are part of 
the prestigious National Academies, is more descriptive than prescriptive; 
it does not call for new laws or recommend specific technologies. But in a 
political climate that is newly sensitive to concerns about terrorism, it 
is likely to have an impact on the ongoing debate over standardizing 
driver's licenses or creating a national ID card.

Marc Rotenberg, director of the Electronic Privacy Information Center in 
Washington, called the report a "good start on a complex topic."

"But in other respects the report seems to miss both important developments 
in this field and the big policy issues," Rotenberg said. Authenticated 
credentials untethered to actual identity can enable better security 
without placing new demands on privacy and should have been a larger part 
of the report, he said.

The report advises caution when adopting biometric security systems: "These 
technologies can pose serious privacy and security concerns if employed in 
systems that make use of servers to compare biometric samples against 
stored templates (as is the case in many large-scale systems). Their use in 
very local contexts (for example, to control access to a laptop or smart 
card) generally poses fewer security and privacy concerns."

The research was sponsored by the National Science Foundation, Office of 
Naval Research, General Services Administration, Federal Chief Information 
Officers' Council and the Social Security Administration. The group of 
people who drafted the report and represent organizations, including AT&T 
Research, SRI International, Microsoft and the University of California at 
Berkeley, is called the Committee on Authentication Technologies and Their 
Privacy Implications.

Highly mobile Republican Guard units are using hit-and-run tactics against 
the massive convoy of United States forces pushing towards Baghdad, US 
commanders say.

The units, using light armoured vehicles and rocket-propelled grenades, hit 
the leading forces and retreat - copying methods used against the Americans 
in Vietnam 30 years ago.

US claims that the Iraqi military is using civilians to lure Americans to 
their deaths have also rekindled Vietnam memories.

The hit-and-run sorties have slowed the push of the 20,000-strong 1st 
Marine Division, which on Tuesday was bogged down for 24 hours in a storm 
that turned day into night.

"It's unbelievable ... you can't see your hand in front of you," said First 
Sergeant Mike Sator. "Now I know what hell is like."

The marines could do nothing but sit in their vehicles until the storm 
lifted yesterday morning. The sand had rendered their night vision 
equipment - one of their biggest advantages over the Iraqis - virtually 
useless. It also halted most strikes by US helicopters and fighter jets.

The Republican Guard units, believed to be only several hundred strong, 
killed a Marine and wounded several others in a firefight in the desert 
north of the Euphrates River on Monday.

They may also have been involved in a fight near the town of Najaf, about 
150 kilometres south of Baghdad, on Tuesday night in which US commanders 
said between 150 and 650 Iraqis had been killed.

The Marine artillery battalion the Herald is travelling with early 
yesterday bombarded Iraqi T-72 tanks on the move about 30 kilometres north 
of the battalion's position in Najaf province. Earlier barrages had 
destroyed two Iraqi ammunition trucks.

The Marines, who were attempting to push north with thousands of tanks, 
armoured vehicles and supply trucks, were yesterday preparing to move off 
again, pulling bogged trucks out of ditches and refuelling.

They have new orders to treat Iraqi civilians, including women and 
children, as hostile until proven otherwise.

Lieutenant-Colonel Gerry Smith, who is in charge of the artillery 
battalions, told his marines by radio on Tuesday night that US intelligence 
had reported Iraqi soldiers were using women and children to pose as 
displaced families. When the family groups approached US troops, the 
soldiers in their midst opened fire.

During the storm, marines were ordered to arrest and send for interrogation 
any civilians found outside their homes.

Three men found in a vehicle were detained.

Marines have also been ordered to shoot civilians waving white flags if 
they refuse to give up their weapons.

The convoy the Herald is with has now travelled more than half-way to 
Baghdad since crossing the Kuwaiti border in the first hours of the war.

For all the record labels' complaints about online piracy, it's the
traditional record stores that have borne the brunt of falling music
sales. Even a retailing stalwart like Wherehouse has declared bankruptcy,
while the likes of Tower Records is skating on the edge of insolvency.

But Pamela Horovitz, president of the National Association of Recording
Merchandisers (NARM), sees light at the end of what has seemed to be an
ever-lengthening tunnel. The next year, she says, just might be the one
where offline retailers figure out their role in the digital
world.




Horovitz is not given to unreasonably optimistic pronouncements about the
Internet's effect on retailers' business. She and her organization were
among the early critics of the record
labels' online subscription services Pressplay and MusicNet,
fearing that these Net services were aimed at cutting retailers out of
the music sales loop. 
Those strained relations are now easing and retailers are finally
launching their own ambitious online efforts, though it's too soon to say
whether labels will actually support them. Horovitz spoke to CNET
News.com about file-sharing and how she thinks music retailers can put
hard lessons learned during the digital revolution to their advantage.

Q: What are the biggest issues for music retailers online this year?
What are you thinking most about? 
A: I think this is going to be the year in which the dynamic tension
between the problems of the Internet for retailers eases. (I'm talking
about) the degree to which file sharing and unauthorized downloads
cannibalize sales, and the degree to which file sharing can be used as a
promotional vehicle, for example. 

I think ultimately what people are going to come to
realize is that free wasn't free. 

Are retailers looking at file sharing or other similar technologies as
a promotional tool? 
There has certainly been a lot of talk about ways to use instant
messaging, for example. We recognize that word-of-mouth marketing was
actually an important part of how records got started. It's a fact that
we want to keep word-of-mouth alive and well and living on the Internet.
But we want to harness it so it can build careers. We haven't completely
figured that out yet. 
Do you see specific promising signs for retailers online? 
This is the year where there really are a couple of vehicles that are
retail-driven for digital distribution. There was the (subsequently
terminated) Alliance acquisition of
Liquid Audio. There's the Echo
(retailers' digital distribution) group. Those are two that come to mind.
As general rule of thumb, there is now more of a recognition that this
isn't just about throwing a buy button on a Web site, that there is a
value to what retail has added to the equation. 
What then is the likely sequence of events?
It took a while to get to the place where retailers felt they could
invest in infrastructure, as opposed to looking over their shoulders and
wondering whether they were going to lose their role in the process
completely. The rubber has not quite hit road yet with license agreements
(with the record companies) in place. But I would expect that (to happen)
this year. 
You've had concerns about the record labels' online activities and
their effects on retailers. Is that still on your mind? 
I don't think the concerns have been totally allayed. We want to stay
talking in a policy sense, and stay in marketplace negotiations. But
there are more discussions going on now than there were last year, and
that's a good sign. 
The labels' online subscription services have had their own trouble
getting the kinds of distribution licenses they want. Are you still
concerned about those efforts? 
Ultimately, consumers are going to make their own decision. But I
think to the degree that there has been a steep learning curve for
content owners, it's been a good thing. It has made them more respectful
of what we're all about. There are a lot of components in managing a
relationship with customers 
We've got a lot of key decision tree elements facing us this year. One of
them is going to be what's the timeline and ultimate equilibrium between
the delivery of digital and physical goods. You have this dichotomy
between what's a service and what's a product. There is an element of
what needs to be the relationship with consumers. How do we have a direct
role versus being a middleman? How do we manage relationships between
each other, and not just with the consumer? What's the difference between
a stream and download? 
We're in a time when we're going away from a marketplace governed by
scarcity on shelves and scarcity on the airwaves, to one where in which
the economics are governed by ubiquity. 
That seems like a difficult position. If a product is ubiquitous, by
definition it's harder to have a market, isn't it? 
Well, I have to disagree. I think ultimately what people are going to
come to realize is that free wasn't free. The services that consumers are
going to value are go

After a brawl with police and a boisterous student protest against the war 
in Iraq that led to 33 arrests, a schoolgirl in a black chador approached a 
police cordon.
"I want to go home," she demanded. It had been a sometimes exhilarating and 
sometimes frightening day of defiance in a warm, autumn sun. The 
confrontations and the emotion had exhausted her.
She received an icy silence. The cordon did not open. Her friend, another 
Muslim girl, said: "We'll get into trouble." The police paid them no 
attention. With incredulity and then outrage, the girls realised the situation.
It was 3.19pm in Phillip Street and police had just corralled 600 young 
demonstrators between two cordons at Bligh and Bridge Streets, trapping 
them outside the Prime Minister's office to which they had marched.
They were to remain there for two hours while about 300 angry demonstrators 
outside the cordon refused to clear the street, treating with contempt 
police demands and pleas by the adult protest organisers who had lost 
control of the youngsters whose emotions they had whipped up all day with 
their bullhorns.Those inside the cordon saw themselves as hostages and 
three times surged against the police lines, trying to break through. "Let 
us go," they chanted. Those outside also tried to break the cordon, but 
were repulsed.
To Assistant Commissioner of Police, Dick Adams, it was anarchy, just as he 
had predicted that morning. He said he had to regain control of the 
streets. Until then, those inside the cordon would have to stay there.
Brandishing a kitchen paring knife he said was found inside the cordon, Mr 
Adams declared the protest an unlawful assembly.
Police set out to close the protest, making many more arrests. Advancing 
shoulder to shoulder, they cleared Phillip Street of demonstrators. They 
then started releasing the now silent and resigned protesters inside the 
cordon, letting them out into Bridge Street, the far side. At 5.09pm the 
street outside the Prime Minister's office block was clear and weary police 
began to march away, led by 10 police horses.
It was the end of a day in which many protesters tried hard to show 
maturity, wanting their objections to the war to be taken seriously. And 
for a while it was full of promise as about 2000 school-age protesters 
massed in Town Hall Square, making passionate declarations but insisting 
the protest remain peaceful.
At 12.35pm, all that changed. Young men began fighting with police, trying 
to free two mates who had been arrested. Girls hurled themselves into the 
fray.
During the half-hour melee, police were assaulted, pelted with full drink 
containers, eggs and with restaurant chairs. Three suffered minor injuries.
Fourteen protesters were charged, four with assaulting police, the others 
with resisting arrest, malicious damage, affray, violent disorder and 
throwing a missile. Nineteen were issued infringement notices for breaches 
of the peace.
The fights with police showed this was more than a protest against the war 
in Iraq. They exposed a deeper wound among the young men whom Mr Adams 
accused of attending the protest with the sole intention of "inciting 
violence" against police.
No one said it yesterday, but many will say it today: It is a wound which 
has to be healed.

A senior US Democrat has called for an investigation of Richard Perle, an 
architect of the war on Iraq, for possible conflicts of interest in his 
roles as corporate adviser and Pentagon consultant.

John Conyers, the top Democrat on the House of Representatives judiciary 
committee, asked the Pentagon's inspector-general to investigate Mr Perle's 
work as a paid adviser to the bankrupt telecommunications company Global 
Crossing and his guidance on investment opportunities resulting from the 
Iraq war.

"I am aware of several potential conflicts that warrant your immediate 
review," Mr Conyers said in a letter to the Defence Department's 
inspector-general, Joseph Schmitz.

"The President is confident that all laws will be followed by all people 
who are on all commissions," the White House spokesman, Ari Fleischer, said.

Mr Perle chairs the Defence Policy Board, created in 2001 to advise the 
Pentagon, but has no official policymaking role and is not paid. He has 
played an influential role in developing the Bush Administration's 
blueprint for ousting Saddam Hussein.

Critics have questioned Mr Perle's activities when not advising the 
Secretary of Defence, Donald Rumsfeld.

Mr Perle signed on to help Global Crossing, a bankrupt operator of an 
international fibre-optic network, win US approval to sell a 61.5per cent 
stake to Hutchison Whampoa and Singapore Technologies Telemedia.
The plan has run into trouble with the Committee on Foreign Investment in 
the US. Including Mr Rumsfeld and other top national security officials, 
the panel can block mergers and acquisitions it feels could harm US interests.
Global Crossing began talks to restructure the deal after the committee 
raised concerns that its network would be controlled by a company with 
strong ties to China.
Hutchison is majority-owned by Hong Kong's richest man, Li Ka-shing.
Mr Perle has said he would be paid $US125,000 ($210,225) for his advice and 
another $US600,000 if the Government approved the deal.

Why Arab intellectuals are now praying for Saddam

Normally, the appearance of Saddam Hussein on television prompts catcalls, 
curses and prayers for his demise from a regular gathering of about 20 
Saudi businessmen and intellectuals, but Monday night was different. When 
he appeared, they prayed that God preserve him for a few more weeks.

"They want Saddam Hussein to go and they expect him to go eventually, but 
they want him to hold on a little longer because they want to teach the 
Americans a lesson," said Khalid Batarfi, the managing editor of the 
newspaper Al-Madina, describing the scene in a sprawling living room in 
Jeddah, Saudi Arabia.

"Arab pride is at stake here," he added, describing a sentiment sweeping 
the region from Algeria to Yemen. "American propaganda said it was going to 
be so quick and easy, meaning we Arabs are weak and unable to fight. Now it 
is like a Mike Tyson fight against some weak guy. They don't want the weak 
guy knocked out in the first 40 seconds."

From the outset, there has been ambivalence in the Arab world towards the 
war in Iraq, tipping towards outright hostility as Baghdad, the fabled 
capital of Arabian Nights, shudders under wave after wave of bombing.

The region's governments, edgy about the idea of a US-inspired regime 
change, have been trying to both placate Washington and siphon the anger 
off their streets, permitting larger and larger demonstrations. Anger over 
the war could alienate virtually every regime from its people as never 
before, some analysts believe.

The public recognises that leaders like Saddam abuse their people, but the 
suspicion that the US is embarking on a modern crusade overwhelms other 
considerations.

Since the creation of Israel in 1948, followed by repeated military 
setbacks, Arabs have felt humiliation in their own neighbourhood.

The supposed benefits of breaking free of colonialism proved a lie - they 
could not choose their own governments. Fed on rhetoric about lost Arab 
glory, they have long waited for some kind of saviour.

This week, it seemed that the Iraqi people, or whoever exactly was fighting 
the American military, might win that role.

"If Saddam's regime is going to fall, it's better for our future, for our 
self-confidence and for our image that it falls fighting," said Sadik Jalal 
Al-Azam, a Syrian author and academic. "People ... are willing to put 
Saddam aside for a much greater issue."

Arab governments opposed the war in Iraq from the outset. They shared no 
great love for Saddam, but replacing him by force seemed a bad precedent.

"If they do not like 100 regimes around the world, are they going to change 
all 100?" asked Buthaina Shaaban, a spokeswoman for the Syrian Foreign 
Ministry.

Long-time rulers have begun making noises about reform. President Hosni 
Mubarak, of Egypt, recently announced changes lightening his government's 
repressive hand, including abolishing the special state security courts for 
ordinary crimes.

Educated elites across the region once cherished the idea that the US would 
push area governments to become more democratic, but gradually abandoned 
hope. Promises for Iraq have rekindled that hope, although the Bush 
Administration's changing justifications for invading Iraq - from concern 
about weapons of mass destruction to the need for a new regime - have cast 
doubt on its sincerity.

"The US has always supported the dictators who rule our countries," said 
Haitham Milhem, the 72-year-old lawyer who heads the Human Rights 
Association of Syria. "If they create a real democracy, then any 
dictatorship will fear its neighbour, but we doubt America will leave a 
democracy in Iraq."

Much of the doubt comes from the perceived double standard in American 
foreign policy in the Middle East. Washington pushed the invasion of Iraq 
on the grounds that Iraq was flouting UN resolutions to disarm, Arabs point 
out repeatedly, while doing nothing about similar resolutions demanding 
Israeli withdrawal from occupied Palestinian lands.

"Some Arabs fear the war may prove to be the kind of watershed event not 
seen in the region since 1967, when the Israelis defeated the Arabs in the 
Six-Day War.

"In 1967, our expectations, our dreams were very high," said Sawsan Shair, 
a Bahraini columnist. "After the war the shock was terrible, and we are 
still suffering the effects."

Protesters and planespotters greet B-52s

The massive black aircraft lets out a deafening scream as the pilot thrusts 
its eight engines into reverse and the huge yellow parachute unfolds behind it.

The crows take to the air and, around RAF Fairford in England's Cotswolds, 
children, police and even soldiers cover their ears as the wheels of the 
B-52 hit the ground.

On the perimeter fence, a mixed gallery of protesters and planespotters log 
the comings and goings of the sinister-looking aircraft, whose giant 
sloping wings and distinctive jet trails have symbolised America's air 
power since they entered service in 1955. Each B-52 has been refitted to 
carry 30,000 kilograms in its hatches and clusters of cruise missiles on 
its wings.

Protester Drew Withington, a 38-year-old care worker who has been there for 
two weeks, said: "There's not really any pattern to their take-offs and 
landings."

He believes the protesters can make a difference, "but we all know that 
whenever they take off people die at the other end, and we're staying right 
here until they stop bombing Iraq".
Standing alongside are those who engage in that most curiously British 
pursuit, planespotting.

They don't protect their ears - their sweaty hands are too busy clutching 
the binoculars which show without doubt that the latest bombing sortie over 
Iraq has delivered yet another full payload.

For much of the past week, 14 American B-52s have been participating in the 
coalition bombing campaign of Iraq with daily and nightly missions.

These B-52s are usually based at Diego Garcia, a tiny island in the Indian 
Ocean, but the British Government has given the United States permission to 
base them at Fairford during the war.

Their movements are being covered around the clock on some British 
satellite television services and were reportedly being monitored by Iraqi 
diplomats in Britain until their expulsion earlier this week.

Baghdad residents, and the Iraqi military, need only determine the take-off 
time of the B-52s from Fairford to prepare themselves for the terror of the 
cruise missile strikes.

It takes a fully-laden B-52 - which has a range of about 10,000 kilometres 
- seven hours to be in striking distance of Baghdad, about 3300 kilometres 
away, and just six hours to return without its cruise missiles.

The local community remains divided over the presence of the bombers. In 
front of some of the homes closest to the runway are signs which read "End 
the War" and "No to War".

Other residents seem happy to treat the planes - and the 
packed-lunch-and-thermos crowds they are drawing - as a welcome curiosity.

Dozens of police, many carrying cameras, patrol the perimeter of the air 
base 24 hours a day, while inside the razor wire a Gurkha regiment is on 
hand to deal with intruders.

Last weekend up to 3000 peace activists marched on Fairford and at any time 
about 20 are camped outside one of the base's main gates.

"We are staying outside until this war is over. This war is unjust and we 
do not agree with it," Mr Withington said.

It is a paradox of war that some people who have lived through its
slaughter and madness never lose the itch to go back and live through it
again. Some soldiers feel the pull, lured by memories of the intense
bonding. Medical professionals and relief workers feel it too, still
carrying the images of the wounded they saved—and lost. And some
reporters also have the craving because war is life's most primal story.
I, for one, still hear the siren call. 
One modifying remark: Most people who have survived war have little or no
or minus desire to relive the experience. Second, I really can speak only
about reporters, for it's the only skin I have. 
Why have I chosen to write about this phenomenon of attraction to war? We
journalists so rarely explain ourselves to our audience—perhaps in fear
of letting you see, heaven forfend, our fallibility—that a gulf has
widened between us and the public. I thought a little self-examination
might help people better understand what they'll be seeing and reading in
the days of war ahead. 
First—though you probably already know this—a lot of the people reporting
on the war have no firsthand experience with it, especially those working
from air-conditioned television studios an ocean and continent away from
the fighting. Probably they should begin their reports with some kind of
ignorance acknowledgment, but no matter, they are harmless if you hit the
mute button. Reporters in the war zones are, for the most part, quite
different. Some are new at it, as we all were, but they won't be innocent
for long. War vastly speeds up the initiation process. Clears the mind of
flotsam too. Journalists are already among the allied casualties.

My own initiation happened in Laos in 1970. The Laotian government flew a
small foreign press group by helicopter to a tiny, half-abandoned town
with dirt streets that was essentially encircled by the Communist Pathet
Lao. After touring the town we returned to the makeshift airstrip to fly
back to Vientiane. Several townspeople were waiting there, hoping to
escape with us. As the chopper revved up, they rushed for it. I was
blithely standing off, taking pictures of the scene. Then a puff of dirt
and smoke suddenly kicked up 50 yards to the left of the chopper. I kept
clicking. Another puff went up 50 yards to the right of it. I realized my
colleagues were screaming at me. I ran hard and jumped on with the
aircraft two feet off the ground. I learned that day about the military
art of "bracketing" a target. The two "puffs" were
aiming rounds fired from mortars in the surrounding hills; the next one
presumably would have landed in the middle—on the helicopter. 
I learned two other things that day as well. One was that not all people,
including journalists, behave well under stress. As I was dashing toward
the helicopter, an aged and wispy Laotian woman was struggling to climb
on. A reporter already on board kicked out with his combat boots and
tried to dislodge her. Others lifted her aboard. She clutched my hand
through the entire flight, and when we set down in Vientiane, she knelt
and kissed the tarmac. The rest of us never discussed the incident with
the reporter in combat boots. 
The day's other lesson was the adrenaline rush that comes after you
emerge alive from an incident that could just as easily have killed you.
After this happens to you a few times, subconscious notions of
immortality may begin to rattle around in your psyche. 
Beyond the adrenaline high that fuels this news-gathering drive, there
are other motivations, such as career advancement and the urge to beat
the competition to a story or at least out-report them. After all, if a
conflict involves American troops or interests, rightly or wrongly that
war will likely be the biggest story around, since the United States is
now the world's dominant nation. All these factors—narcissistic and
self-referential as they are—help explain the draw that war can be.

I always know when the itch is at peak levels because, even when I'm in
denial about it, my phone will ring and an old colleague with the fever
will be on the other end. It began happening early last week, as the
attack on Iraq approached. Norman Lloyd, the best combat cameraman I've
ever known, needed to talk—just as I did. We tiptoed slowly up to the
subject, which was how we felt not being there. Disoriented, we agreed.
More than a little irrelevant. So far away from the scene of the story.
Norman is still covering stories, for CBS's 60 Minutes. But not combat.
"I know I could go if I wanted to," he said, "but
then"—here he broke into laughter—"then I think about my knees
and whether they could still handle jumping down from tanks."

Friday afternoon in the Voice office, as I was writing this piece, people
gathered around a television set to watch the opening air blitzkrieg of
Baghdad—a mesmerizing, death-delivering son et lumière spectacle. All of

The RSPCA is rallying support for a campaign to have the Bonsai Kitten Web 
site shut down, even though it knows the site is a hoax.

Bonsaikitten.com, a site "dedicated to preserving the long lost art of body 
modification in housepets", has raised the ire of members of the RSPCA, 
which campaigns against cruelty to animals.

More than 600 people have contacted the RSPCA about the site complaining 
that it "encourages cruelty to kittens".

The jet-black humour on evidence on bonsaikitten.com may be distasteful to 
some but is that reason enough to wipe it of the face of the Net?

The RSPCA certainly believes so, even though it knows the site is a hoax, 
"albeit in very bad taste", and "believes no kittens have actually been 
subjected to this procedure".

"As the Internet is not controlled or regulated centrally, the RSPCA is 
unable to complain to any central authority," writes RSPCA Online editor 
Amanda Bailey. "We have written to the Internet Service Providers (ISP) 
hosting the site to express our concern and asked them to close the account 
immediately."

The RSPCA invites concerned parties to write to owners of the domain Ennui 
Networks and hosters Soylent at the snail-mail addresses it provides.

Email addresses of the parties which have offended RSPCA member

of Internet-based campaigns.

Last month the RSPCA brought FaxyourMP.com servers to a standstill for 48 
hours by emailing people to submit email fax forms, in contravention of 
FaxyourMP.com's explicit policy. It never apologised for this. Our friends 
at NTK.net record this unfortunate episode in anti-hunt campaigning.

This month RSPCA apologised onsite for a 'spam' email campaign, on the 
dangers of fireworks for animals, which it claims was conducted without its 
authorisation. RSPCA's mailouts were sent unsolicited to numerous addresses 
via cowboy spammers.

NTK.net questions RSPCA's assertion that it, and its marketing agency 
PHDiq, had nothing to do with the spamming. PHDiq is looking into the 
subject and NTk.net has promised to monitor the situation.

Self-appointed guardians of political correctness

The RSPCA is in many ways a fine organisation but some of its 
pronouncements demonstrate a questionable rush to censor "offensive" 
material on the Net, which remind us of the worst excesses of political 
correctness.

Take what the RSPCA has to say about "offensive material" in general:

It is increasingly easy for individuals to set up websites quickly and 
cheaply. National authorities are looking at ways of controlling material 
on the Internet and moves are under way to create legal and practical ways 
of regulating the Web and cleaning it of offensive material.

The RSPCA is doing what it can to keep watch on material concerning animals 
on the Internet. It is also examining ways of dealing with the publication 
of offensive material or any specific events of cruelty which underlie 
these types of websites.

The RSPCA also co-ordinates its activities with US-based animal welfare 
organizations and has brought concerns about this particular website to the 
attention of the Humane Society of the United States, who have been leading 
the protests in the USA. ®

Conspiracy theories abound in security mailing list launch

Secunia this week launched an
independent mailing list for security vulnerabilities. 
Secunia makes no bones in saying that its Security Advisories mailing
list initiative is a direct attack against competitor SecurityFocus. The
Danes are highly critical of SecurityFocus and security clearing house
CERT. And they hope that their Secunia mailing list will replace at the
"one source of information regarding the latest vulnerabilities and
the security patches released by vendors". 
The Secunia Security Advisories list is based on more than 200 different
sources of security information, including VulnWatch and Full-Disclosure.
All the advisories on the Secunia Security Advisories list are written,
verified and qualified by Secunia staff based on security research made
by the security community and Secunia's own security staff. 
Thomas Kristensen, CTO of Secunia, says: "At Secunia we feel that
SecurityFocus has betrayed the community it used to serve so loyally,
that's why we started Secunia". 
SecurityFocus and CERT deliberately "delays and censors the
information disclosed on BugTraq and in their vulnerability
database," Secunia alleges. 
Symantec acquired SecurityFocus last year in a move greeted by suspicion
in some segments of the security community. SecurityFocus is run as a
separate organisation, Symantec tells us (most recently when we quizzed
it about its handling of early alerts on the Slammer worm). The reason
for any delay is attributed soley to the time needed by the list's
moderators to review information, Symantec says. 
In the case of CERT the more valid criticism appears to be that the
organisation is not doing enough to keep sensitive information
confidential. eWeek reports that CERT
is to review its security disclosure policy following the leak of three
(actually four) unpublished security advisories in recent days. 

The leaked information, taken from advance copies of advisories on
cryptographic weakness in the popular Kerberos protocol, Open SSL
vulnerabilities and a flaw in a Sun library, made its way onto full
disclosure mailing lists ahead of patch availability. 
eWeek publishes a timeline on the
premature disclosure of these serious vulnerabilities. The anonymous
cracker had been in touch with us to say that he's since posted a fourth
(less serious flaw) onto a full disclosure mailing list. His motives
remain unclear. 
But back to the main point. 
Secunia's strident criticism is premised on the idea that their needs to
be a single source for security information in order for security to
improve. This ignores the point that people in the community get their
information from numerous sources (BugTraq, CERT, and yes Secunia,
security blogs, news sites, vendor sites etc. etc.) 
If Secunia does a good job of informing people, then people will
gravitate towards its free service. Meanwhile let a thousand flowers of
free information bloom.

Collateral Damage & a thought
experiment
Many dead and wounded in Baghdad market. I will never, ever,
for the life of me, be able to understand how the very people who speak
sadly and regretfully of "collateral damage" while supporting
this war can sleep at night. I mean, I know how the Woo Hoo! Let's
Kill Us Some A-rabs! brigade sleep at night; they have nothing even
vaguely appropaching a conscience. No, I'm talking about the otherwise
decent people who support the war. Are the innocent victims that foreign,
that other that they cannot imagine themselves, and those they
love, in their place? 
Try this thought experiment: You hate the government of your country. A
lot. All manner of vicious, horrible things have been rained down upon
you by said government. Your government eventually goes too far, and
turns its aggression on a neighbouring country, which leads many other
countries to go to war with you to stop it. They rain down fire and steel
upon your army and your fellow citizens, and, while they're doing it,
encourage you to rise up against the brutal tyrannical regime you've been
suffering under for a long, long time. A regime, which, incidentally,
they'd been supporting until this most recent event. Some significant
number of your fellow citizens do just that, and then, when the
cease-fire is arranged, these other countries just shrug and say,
"not my problem, guv," and walk away, leaving the
insurrectionists to their fate, which is horrible: the tyrannical regime
brutally suppresses them. More death, more misery. Everything is the same
as before, only worse. 
Twelve years pass. The regime the countries who went to war against you
to stop is still very much in power, and is still as brutal as ever, and
on top of all your other problems, there are incredibly strict sanctions
imposed upon your country, making it difficult to get enough food to eat,
or medicine when you and your loved ones and neighbours and friends are
ill. 
In the meantime, a year or so previously, a bunch of nutters unleashed an
appalling terrorist attack on by far the biggest and most powerful of the
countries imposing sanctions on you. Over the course of time, and against
all evidence, this country insists that your brutal despot of a
leader is somehow tied to the group that the big, powerful country says
attacked its blameless citizens. A group, incidentally, known to
despise your tyrant, and vice-versa. 
For months now, the countries formerly ranged against you have been
arguing among themselves about the possibility of going to war against
your poor, broken country. The big, awesomely powerful country, and its
closest ally, which certainly punches above its weight category in the
general scheme of things, are growing increasingly bellicose, and
resorting to some pretty scummy tactics to get their way. You know your
country, fucked as it is, isn't a real threat to anybody. You're too
poor, too broken by sanctions and the previous war. You hate the regime
no less, but you also know what happened the last time around. War,
suffering, and when the other countries got tired of the war, they went
away and left you to your fate. You can't trust them. 
And, anyway, you may hate your government, but you love your country. You
have an incredibly proud heritage and history. Civilisation, as much of
the world knows it, started in your beloved country, between your
two rivers, and you are justifiably proud of this. 
In spite of the best efforts of countless people and countries, the big,
powerful country, its smaller, but still pretty powerful ally, and a
handful of other countries they've bribed or bullied for token support,
begin attacking your country. In an utterly terrifying display of might,
they entertain themselves and their friends by bombing the almighty hell
out of your capital city. Oh, sure, they say they're targeting their
bombs very carefully, but that makes it no less terrifying, and, in the
way of these things, civilians are made homeless, and sometimes hurt or
killed by these bombs. You are wondering, every day, if the next bomb to
go astray is going to go astray on you, or your children, or your
friends, or even that guy down the street you don't particularly like,
but hell, he's got kids and a wife, and well, you don't want to see any

sites, has invested more than $1 million in the project which sees tiny 
transponders embedded in the sole.
The firm said it expects the development to boost sales by as much as 25 
per cent and give it a larger share of the domestic industrial shoe market.
However, the development has raised concerns in some quarters over 
companies being able to moinitor their workers' movements at all times,

Agriculture and the survival of the WTO.

BUENOS AIRES — Horacio Castagnola permits himself a smile as, with a deft
series of mouse clicks, he fills his computer monitor with satellite
photographs of the multicolored patchwork of farms in Argentina's fertile
corn belt. 
By cross-checking land registers with the satellite images, taken every
16 days from 500 miles above the earth, Mr. Castagnola, Argentina's
general director of taxes, can keep track of who is planting which crops,
when they will be harvested, how much tax the farmer ought to be paying.

Hence the smile. 
Tax money is pouring into the coffers of the financially strapped country
— 5.5 billion pesos ($1.9 billion) in January, 64 percent more than a
year earlier — and Argentina's original economic engine, its farm sector,
is responsible for much of the amount. 
While most of Argentina's economy is still groping for the smelling salts
after a four-year recession, the farm sector is enjoying a boom in export
sales, helped considerably by the plunge in the value of the Argentine
peso last year. 
After a decade pegged at parity with the dollar, the peso was cut loose
last January, and is now worth about 34 American cents. Painful for most
Argentines, the devaluation has wiped out most farmers' debts by making
their products much cheaper overseas and effectively tripling the
domestic value of their export sales. 
As a result, Argentina's trade surplus tripled last year to $15 billion,
with about half of the country's total hard-currency earnings coming from
agriculture, said Ernesto Ambrosetti, the chief economist at Sociedad
Rural, a farmers' association. 
Though the Brazilian currency, the real, did not fall nearly as far —
just 35 percent against the dollar in the last year — Brazil is also
enjoying a farm export boom. 
Farmers in the two countries have responded by stepping up production.
Soybeans, Argentina's main cash crop, now occupy 64 million acres in
Argentina alone. With record harvests in the offing, Argentina and Brazil
together are on track this year to harvest more soybeans than the United
States, the first time in memory that that has happened. 
American businesses are jumping in. Bunge, a major American food
processor based in White Plains, is idling its soybean plant in Cairo,
Ill., and turning its attention to operations in Argentina and Brazil,
while Bunge's giant rival, Archer Daniels Midland is expanding in Brazil.

Even the crisis in Iraq is helping rather than hindering South American
farm exports. In the first two months of 2003, Brazil sold nearly $500
million of produce — mainly chicken, beef and sugar — to the Middle East,
60 percent more than in the comparable period in 2002, as countries in
the region stockpiled supplies. 
The timing of the Argentine devaluation — in January, in the middle of
the Southern Hemisphere's growing season — worked to farmers' advantage.

"Farmers planted at one-to-one but harvested at nearly four-to-one,
and most managed to liquidate their debts," said Alejandro G.
Elsztain, chief executive of Cresud, an Argentine farmland management
company, referring to the peso-to-dollar exchange rate. "It was a
one-off," Mr. Elsztain said, "but it certainly helped put the
sector back on its feet, and now it's generating an amazing cash flow.

"Before the devaluation, Argentine farming was efficient," he
added, "now it's hyperefficient." 
In the prosperity of the 1990's, Cresud saw the prices at which it bought
or sold good-quality farm land rise from $2,000 a hectare (about two and
a half acres) to about $5,000; prices collapsed in the political and
economic turmoil surrounding the devaluation, the company said, but they
are rising again and are now around $3,500 a hectare. 
And it is finding buyers. Of the 29 large farms it owned in 1997, Cresud
has sold 11, using the profits to erase $20 million in debts and to buy a
24 percent stake in IRSA, a commercial real estate company with a market
value of $150 million; Cresud has an option to buy another 12 percent.

The farming boom has brought badly needed business to other sectors as
well. 
Toyota was quick to spot the potential, and registered itself as a grain
dealer with the Buenos Aires Cereals Bourse so that it could take grain
as payment for its HiLux pickup trucks. 
The rest of the Argentine auto market has all but collapsed, but HiLux
sales are up 25 percent in the last year, said Mario Gilbert, a Toyota
commercial director in Buenos Aires. Now, he said, the company is
planning to trade in grain futures as a substitute for extending credit,
and it has opened talks with llama farmers to barter wool for trucks.

All this activity promises a measure of salvation for the country's
battered treasury, which has promised the International Monetary Fund
that it will come up with 74 billion pesos in tax revenue and post a
surplus this year. "Agribusiness is, without doubt, the engine
driving the government's tax effort," Mr. Elsztain said. "The

For the purpose of defending the civil liberties and civil rights of all 
individuals living in Baltimore City.
WHEREAS, the City of Baltimore recognizes the Constitution of the United 
States of America to be the supreme law of the land, which all public 
servants are sworn to uphold; and
WHEREAS, the City of Baltimore greatly benefits from the many contributions 
of its highly diverse population, which includes people from around the 
world, and is vital to our city's unique character; and
WHEREAS, the City of Baltimore is a major international port and recognizes 
its unique position to maintain prosperous relationships with all nations; and
WHEREAS, government security measures that undermine fundamental rights do 
damage to the American institutions and values that the residents of the 
City of Baltimore hold dear;
WHEREAS the Council of the City of Baltimore believes that there is no 
inherent conflict between national security and the preservation of liberty 
- Americans can be both safe and free;
WHEREAS federal policies adopted since September 11, 2001, including 
provisions in the USA PATRIOT Act (Public Law 107-56) and related executive 
orders, regulations and actions threaten fundamental rights and liberties by;
(a) authorizing the indefinite incarceration of non-citizens based on mere 
suspicion, and the indefinite incarceration of citizens designated by the 
President as "enemy combatants" without access to counsel or meaningful 
recourse to the federal courts;
(b) limiting the traditional authority of federal courts to curb law 
enforcement abuse of electronic surveillance in anti-terrorism 
investigations and ordinary criminal investigations;
(c) expanding the authority of federal agents to conduct so-called "sneak 
and peak" or "black bag" searches, in which the subject of the search 
warrant is unaware that his property has been searched;
(d) granting law enforcement and intelligence agencies broad access to 
personal medical, financial, library and education records with little if 
any judicial oversight;
(e) chilling constitutionally protected speech through overbroad 
definitions of "terrorism";
(f) driving a wedge between immigrant communities and the police that 
protect them by encouraging involvement of state and local police in 
enforcement of federal immigration law;
(g) permitting the FBI to conduct surveillance of religious services, 
internet chatrooms, political demonstrations, and other public meetings of 
any kind without having any evidence that a crime has been or may be 
committed;
WHEREAS these new powers have and will pose a particular threat to the 
civil rights and liberties of the residents of our city; and
WHEREAS new legislation has been drafted by the Administration entitled the 
Domestic Security Enhancement Act (DSEA) (also known as PATRIOT II) which 
contains a multitude of new and sweeping law enforcement and intelligence 
gathering powers, many of which are not related to terrorism, that would 
severely dilute, if not undermine, many basic constitutional rights, as 
well as disturb our unique system of checks and balances by:
(a) diminishing personal privacy by removing important checks on government 
surveillance authority,
(b) reduce the accountability of government to the public by increasing 
government secrecy,
(c) expanding the definition of "terrorism" in a manner that threatens the 
constitutionally protected rights of Americans, and
(d) seriously erode the right of all persons to due process of law.
WHEREAS, the City of Baltimore recognizes that an infringement of the 
constitutionally guaranteed rights of any person, under the color of law, 
is an abuse of power, and a breach of the public trust, a misappropriation 
of public resources, a violation of civil rights and is beyond the scope of 
governmental authority.
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BALTIMORE

BALTIMORE (3/20/03) - Protesters freely roamed the streets of Baltimore and 
Towson today, halting business as usual in protest of the Bush 
administration's war on Iraq. Students from at least eleven colleges and 
high schools converged in Towson for a noon walkout while hundreds of 
protesters gathered in downtown Baltimore at 5pm. Activists also braved 
conservative Annapolis to express their outrage at Bush's war.
Towson Demonstration "Largest in Years" In a cold rain protesting the Bush 
Administration's war on Iraq, more than 300 students converged on the 
central business area of Towson effectively closing it down. The Baltimore 
County Police tactic was to block off the intersections leading into the 
central business area. Students marched from Goucher College, Towson 
University, and Towson High School with participation also from Catonsville 
Community College, Cockeysville Middle School, Essex Community College, and 
Loch Raven High School. High school students experienced threats of 
suspension and expulsion; students from Carver School for Arts and 
Technology were locked in by administrators.
At noon, about 110 students rallied in front of the Cook Library on the 
campus of Towson University with banners saying "No War for Oil. U.S. Out 
of the Middle East Now!", "We Are All Humans Now!", "Fund Education Not 
War!" and chanting "support our troops. Bring them home now!"
Indymedia talked to James Baker, a sophmore studying history. This was one 
of Baker's first protests. Baker noted that the Bush Administration did not 
make a "concentrated attempt at diplomacy" and has used 9/11 and the 
"terrorism threat for an excuse." Baker, who sees oil as one motivating 
factor, was concerned that the U.S. has burned bridges internationally. 
While he thought "the world would be better without Saddam Hussein," the 
Bush Administration seemed not concerned about "possible consequences in 
the Arab world."
Sheltered from the pouring rain, Natalie Meconi, a sophmore studying 
criminal justice, was an observer of the protest. She had mixed feelings 
about the war. Meconi said she had "friends over there who probably didn't 
want to go." She thought the regime of Hussein bad enough to justify U.S. 
intervention, but was emphatic that "there should be no bombing of 
civilians." Meconi said she had many friends who have similar ambivalent 
feelings.
At 12:40pm, with the chant "One, Two, Three Four. We don't want your 
fucking war. Five, six, seven, eight. We will not cooperate," the Towson 
students marched off campus onto York Road. Police blocked traffic allowing 
marchers to take over the road. As the Towson University students 
approached the Towson Circle, they were joined by a contingent of students 
from Towson High School.
At the Towson Circle, the protesters marched around the circle as other 
groups and individuals joined. At 1:15pm the protesters were joined by a 
larger contingent marching south from Goucher College. According to student 
organizer Jenn Mizgata, 172 students and faculty came from her campus.
Michele Lynch, a Goucher sophmore studying dance and intercultural 
communication, arrived with the Goucher Peace and Justice Coalition, a new 
group of 40 to 50 members. Lynch thought that the motivation for the war 
was "sadly economic." She made argument that the Bush Administration is 
avoiding dealing with serious domestic economic issues by using political 
power to distract attention from these issues. And war on Iraq is a huge 
distraction.
The march left the Towson Circle growing to over 300 along the way. It 
travelled along the perimeter the police set up marching onto Alleghany, 
York, Pennsylvania, Towson By-Pass, Bosley Avenue, back north on York Road 
turning into the Carver School for the Arts and Technology.
At Carver, the protesters chanted "Let Them March!" As police and 
administrators stood in front of the building between the protesters and 
the students standing behind the closed doors. Administrators refused to 
comment to Indymedia, referring us to Charles Hearndon of Baltimore County 
Public Schools.
After marching east from Carver, the protesters ended back at the Towson 
Circle where they rallied. Many protesters intended to come to the 5:00pm 
protest at the War Memorial Plaza in Baltimore City. However, some planned 
to attend a "Global Town Meeting" at Goucher College where according to Uta 
Larkey, a German professor, faculty and other community members will 
address how the governments of other countries are responding to the U.S. 
war on Iraq. Larkey will "represent" Germany in this campus discussion.
Baltimore Protesters "Bring It To The People" About 300 people gathered at 
War Memorial Plaza at 5pm to protest the war. This was organized by the 
Iraq Pledge of Resistance and was the originally announced emergency 
demonstration. At around 5:30, a group split off and began marching around

US justice department to get new spy powers

LOS ANGELES, March 25: The American Civil Liberties Union (ACLU) on Monday 
said the US Justice Department is acquiring new spy powers that will allow 
the department to force banks , internet service providers (ISPs), 
telephone companies, and credit card agencies to turn over their customers' 
records without any judicial approval.

In a press statement it said: "Without judicial oversight, there is simply 
no assurance that the Attorney General is using this authority in keeping 
with democratic principles and constitutional rights," said Jameel Jaffer, 
an attorney with the American Civil Liberties Union's Technology and 
Liberty Programme.

Information about the government's surveillance powers was obtained through 
a Freedom of Information Act (FOIA) lawsuit filed jointly with the 
Electronic Privacy Information Centre and the American Booksellers 
Foundation for Free Expression and the Freedom to Read Foundation.

According to documents obtained through the Freedom of Information 
Actlawsuit, the government employs "National Security Letters" - signed by 
Attorney General Ashcroft or a delegate and with no judicial approval - to 
"compel the production of a substantial amount of relevant information".

The government can use the power to obtain records about people living in 
the United States, including American citizens, without probable cause that 
the person has committed any crime.

Entities that are forced to turn over records are prohibited from 
disclosing to their customers - or to anyone else - that the FBI has 
demanded the records.

The American Civil Liberties Union had always been critical of the letters 
because they do not require judicial review. However, said Jaffer, under 
the Patriot Act, "the letters have become a far more invasive and nefarious 
tool".

Before the Patriot Act, Jaffer explained, National Security Letters could 
be issued only against people who were reasonably suspected of espionage.

The Patriot Act allows the attorney general to issue National Security 
Letters even against people who are not suspected of criminal activity or 
of acting on behalf of a foreign power.

The government had refused to say how extensively it was using its 
authority to issue the letters. But Jaffer said that the length of the 
blacked-out lists of National Security Letters suggested that the 
government was using the power more extensively than other surveillance 
powers under the Patriot Act that required court approval.

The American Civil Liberties Union had created a special web feature with 
samples of the blacked-out documents and government memos describing the 
new powers.

Other recently obtained documents confirmed that the FBI was conducting 
wiretaps and secret searches in criminal investigations without complying 
with the usual probable cause requirements; the government was using an 
extraordinarily broad surveillance provision that could be used to force 
libraries and bookstores to report on their patrons' and customers' reading 
habits; the Federal Bureau of Investigation (FBI) was aggressively using 
pen registers and trap-and-trace devices that allowed them to track phone 
calls and emails; the government had planned to use its new surveillance 
powers not only against suspected terrorists but also against ordinary 
Americans and permanent residents.

Egypt Torturing Anti-War Activists, Group says

WASHINGTON - Anti-war activists and protesters detained by Egyptian
authorities in recent days are being tortured by police, Human Rights
Watch (HRW) charged Monday in a detailed release that includes accounts
by eyewitnesses and activists. 
The New York-based rights group added that hundreds more people have been
injured by brutal police actions to contain and suppress the protests
against the U.S.-led invasion of Iraq and Israeli actions in the Occupied
Territories, which have reportedly shaken the 21-year-old government of
President Hosni Mubarak. 
The security forces have used water cannons, clubs, dogs, and even stones
against thousands of demonstrators at Tharir Square, Al-Azhar Mosque,
Talaat Harb Square, Ramses Street, and the State Broadcasting Corporation
beginning March 20. 
Among those beaten or arrested are university professors, students,
journalists, and even opposition members of parliament. In some cases,
children as young as 15 years old were taken to jail with their parents,
according to HRW. 
Some detainees reported hearing others being threatened and then tortured
with electroshocks at one detention facility controlled by State Security
Intelligence. 
"The crackdown many feared has come," said Hanny Megally,
executive director of HRW's Middle East and North Africa division.
"Fundamental freedoms in Egypt are now under serious threat,"
he added. 
The protests in Cairo, whose size and spontaneity have reportedly
surprised authorities and diplomatic observers, are part of a series that
have taken place throughout much of the Arab world in the wake of the
U.S.-led invasion that began last week. 
In Sanaa, the capital of Yemen, at least three people were killed and
scores more injured during a violent clash involving tens of thousands of
people over the weekend, while thousands of protestors fought with riot
police in Amman, the capital of Jordan. 
If the protests become more violent Arab leaders friendly to the United
States could face "a serious threat", a prominent political
analyst in Cairo, Diaa Rashwan of the Al-Ahram Center for Political and
Strategic Studies, told Sunday's Washington Post. 
"Arab leaders, especially in Egypt and in the Persian Gulf, are in a
very, very, very dangerous situation," he said. "We could all
feel this danger coming." 
Indeed, both Mubarak and King Abdullah of Jordan repeatedly warned the
administration of U.S. President George W. Bush since last summer that an
invasion of Iraq risked destabilizing the region. 
In the last couple of weeks, influential moderate Muslim scholars,
including many at Cairo's Al-Azhar Al-Sharif Islamic Research Academy,
perhaps the most prestigious center of Islamic learning in the world,
have become increasingly outspoken against an invasion, even calling for
Muslim rulers not to cooperate in any way with U.S. war plans. 
Megally said that what began as isolated detentions of Egyptian anti-war
activists in December and January has now become a sweeping repression of
dissent. 
Arrests followed a massive but generally peaceful demonstration in Tahrir
Square, which was closed for some 10 hours by tens of thousands of
protestors Thursday. While the police violently restrained demonstrators
from marching from the square to the U.S. and British embassies, the
protest was permitted to go on unhindered. 
But on Friday smaller demonstrations throughout Cairo met a violent
response by the authorities, who alleged that clashes broke out after a
car was torched near Tahrir Square. At that point, police began subduing,
beating and arresting large numbers of demonstrators with excessive
force, said HRW. 
On Saturday morning, arrests continued. At least three female students
who have been prominent anti-war activists were arrested on their way to
a demonstration on the Cairo University campus. One of them, who was
pregnant, was reportedly beaten, bound and blindfolded, and her
whereabouts have still not been established. 
Most of the detainees were reportedly taken to al-Darrassa, a Central
Security barracks in Cairo.

Saudi Arabia Seems Calm, but, Many Say, Is Seething

With war rumbling beyond its eastern border and violent antiwar 
demonstrations rocking neighbors to the north and south, many people here 
wonder how long Saudi Arabia can maintain its eerie calm.

"The atmosphere is boiling," declared Mohsen al-Awajy, a tall, angular 
Islamic scholar, distinguished by a long beard and white head scarf without 
the usual black headband. He says even his daughters are urging him to join 
Al Qaeda and follow Osama bin Laden.

"Our children are taking this a step further than us because they are 
affected by the injustice of the war led by the U.S.," he said, adding that 
he fears the mood could erupt into violence. "The Saudi street is fertile 
for any action."

Saudi Arabia's royal family, many of whose most powerful members were 
educated in the United States, is caught between its longstanding American 
allies and an increasingly anti-American population deeply opposed to the 
war. Those tensions have been heightened by the presence of thousands of 
American troops in the country, including the United States commander of 
the air war. Though the Saudi government officially denies it, the bombing 
campaign is being directed from this country — something that few Saudis 
realize.

"If people knew that, they'd be in the streets," said a senior Arab 
diplomat in the capital, calling Saudi Arabia a "volcano" that could blow 
at any time.

The country's leaders are clearly angry with Washington for risking the 
region's stability to prosecute what they call an illegitimate war. Saudi 
Arabia has long urged the United States to put its energy into solving the 
Israeli-Palestinian conflict rather than inflaming passions with an attack 
on Iraq.

"We worked very hard to prevent it, and we've worked very hard toward 
having a soft landing after a mistake that is so threatening to the 
region," Prince Saud, the kingdom's Princeton-educated foreign minister, 
said in a briefing Saturday.

He said the public's anger was natural and added that if the war was not 
concluded quickly and its aftermath handled with care, "this anger will 
continue to mount and continue to expand."

That anger is increasingly evident in the country's newspapers, currently 
the only available forum for frank public debate. The front page of Saudi 
Gazette today carried a photo of two British soldiers staring down at the 
crumpled bodies of two dead Iraqis with a white flag of surrender by their 
side. Another photo showed the face of a crying, wounded Iraqi child.

In an open letter to Crown Prince Abdullah, carried in two of the country's 
largest newspapers, a well-known Saudi lawyer called on the government to 
lift its restriction on public action against the war.

"It is time for us to move into a new era that will lead the nation from a 
state of inaction to one of positive confrontation against any aggressor 
who violates the sovereignty and sanctity of countries and murders our 
brethren wherever they are," the letter read.

The emotions extend into Saudi Arabia's elite society. Sitting in the 
hushed lobby of Riyadh's best hotel, a prominent Saudi intellectual 
received several messages and phone calls on his cellular phone late today 
from people expressing their support for the Iraqis.

"Pray seven times for victory against the Americans," read one message, 
which he said had come from a member of the royal family.

So far the Saudi government has kept its populace calm by referring 
reassuringly to "brotherly Iraq" and declaring that it will not get 
involved in the war. An active intelligence agency has also rounded up 
dozens of suspected militants, and armed soldiers keep watch in areas of 
the city frequented by Westerners.

But the lack of action belies the deep feelings here.

"Of course we don't like the war, but we're not allowed to protest," said 
Fars Altamimi, 24, sitting in the small living room of his home in a poor 
neighborhood of Riyadh. He says he believes that the United States has 
turned against the Arab world.

Mr. Awajy, the scholar, argues that repressing protests is only increasing 
frustration, particularly among young Islamic extremists.

With the median age in the kingdom 17 and the population growing far faster 
than the job market, there are plenty of frustrated young Saudis who might 
turn to action. A slack economy is worsening the situation.

Many of those bored and jobless youths find solace in religion, creating a 
huge pool of potential militants.

"What we are worried about is the growth of extremism under this 
repression," Mr. Awajy said. "Not giving people a peaceful way of 
expressing their outrage is creating an explosive situation."

There is no evidence that any organized network has yet coalesced from the 
widespread political dissent and anti-American sentiment, but Saudis say 
such an organization could appear quickly.

financial transaction throughout the territorial zone of European Union. As the eldest

was placed on paid leave Tuesday because she allegedly pointed out 
undercover officers to fellow protesters.

Assistant District Attorney Jennifer Albright's actions Sunday angered 
police, who say she put the plainsclothes officers in danger. Anti-war 
activists, meanwhile, argued that undercover police shouldn't attend their 
rallies.

Albright, who has worked with Albuquerque police on criminal cases, pointed 
out - both verbally and with gestures - at least two undercover officers in 
the crowd of about 300 people, officials said.

Albright "was seen pointing directly at the officers and getting others to 
see who they were in the crowd," Deputy Chief Ruben Davalos said.

According to a police report, one officer also overheard Albright whisper 
to a woman "that we were undercover officers." And several protesters, 
after briefly talking to Albright, turned to look at the men, the report said.

With their cover apparently blown, the officers left the rally for safety 
reasons, the report said.

Albright's attorney Rachel Higgins denied the accusations and said she may 
have been singled out for speaking out against the war. But Chief Deputy 
District Attorney Deborah DePalo said Albright had a right to attend the 
march, and that the probe would not center on her mere presence at the 
demonstration.

Peace activists complained that undercover police at demonstrations 
amounted to an "infiltration" and violation of civil rights to assemble 
peacefully without harassment.

"I think they're building intelligence on people," said Bob Anderson, a 
member of the Committee to Stop the War Machine.

Davalos said police have been out in force, both in and out of uniform, at 
anti-war demonstrations because of a small group that has advocated "very 
extreme acts."

The practice of assigning undercover officers to large public events - from 
speeches to concerts to the state fair - is common and intended to protect 
public safety, Davalos said.

"To say we've infiltrated their group is ridiculous when you remember 
they're in a public place using a public venue," Davalos said. "It's not 
any different from anybody else standing in a crowd."

In a clash with demonstrators last week, Albuquerque police used tear gas 
and pepper balls after officers said they were hit with bottles and rocks. 
Protesters claim police overreacted.

CHASING THE IRAQI NUCLEAR HOAX
One of many troubling features of the war in Iraq is the fact 
that some of the evidence proferred by the United States 
government to justify the war has proved to be fabricated and 
false.
Documents purporting to show that Iraq sought to purchase 
uranium from Niger are now known to be forgeries, raising 
questions about the good faith of the Bush Administration, 
which cited the claim in the State of the Union address, the 
competence of U.S. intelligence agencies and, not least, the 
identity and motives of the forgers.
Rep. Henry Waxman (D-CA) recently sent an eight page letter to 
White House in an attempt to probe the meaning of this episode.
"It has become incontrovertibly clear that a key piece of 
evidence you and other Administration officials have cited 
regarding Iraq's efforts to obtain nuclear weapons is a hoax," 

wrote Rep. Waxman. "This is a breach of the highest order, and 

the American people are entitled to know how it happened."

NORTH KOREA AND NUCLEAR WEAPONS
"If the United States discards its hostile policy against the 
DPRK [North Korea] and discontinues making nuclear threats, we 
will be ready to prove, through a separate verification between 
the DPRK and the United States, that we will not make nuclear 
weapons."
That's what North Korea said in a lengthy statement explaining 
its decision to withdraw from the Nuclear Non-proliferation 
Treaty.
The statement, which is coherent and rational and generally free 
of cartoonish vitriol, suggests that it might be possible to 
find a diplomatic solution to the problems posed by the North 
Korean nuclear program.

declassified documents that show the United States was aware of the 
civilian health consequences of destroying Iraq's drinking water and 
sanitation systems in the Gulf War, and knew that sanctions would prevent 
the Iraqi government from repairing the degraded facilities.

During the Gulf War, coalition forces bombed Iraq's eight multi-purpose 
dams, destroying flood control systems, irrigation, municipal and 
industrial water storage, and hydroelectric power. Major pumping stations 
were targeted, and municipal water and sewage facilities were destroyed.

Article 54 of the Geneva Convention prohibits attacks on "drinking water 
installations and supplies and irrigation works."

Violent anti-American demonstrations have erupted in several Arab countries.

The biggest were in Lebanon where 20 people including five policemen were 
hurt when police fired warning shots as about 200 protesters who broke away 
from a demonstration in Tripoli tried to ransack an American fast food store.

In the capital Beirut 4,000 schoolchildren marched on the offices of the 
United Nations and 1,000 police blocked the way to the British embassy, 
which was attacked with petrol bombs during a demonstration on Tuesday.

In Balbek 5,000 children gathered in the centre of the city shouting 
anti-American slogans and demanding a boycott of US goods.
A Spanish naval base has received its first seven wounded US servicemen and 
hospital facilities are being rapidly expanded to treat casualties from the 
war in Iraq.

The seven US troops, a mix of Marines and Army personnel, flew from Kuwait 
to Naval Station Rota, a base on the southern coast of Spain which the 
United States is using under a bilateral agreement.

US Navy captain Pat Kelly says most injuries are from shrapnel.

Reporters were given rare access to the base, home to 3,000 US military 
personnel.

The casualties from Iraq are among the first patients to be treated at a 
116-bed, "rapid-assembly" hospital which opened at Rota on February 24, US 
and Spanish military spokesmen said.

Construction of a second, 250-bed hospital began this week and the US 
military says it can be expanded to 500 beds if necessary.

In Germany, the Landstuhl Medical Facility near the US Ramstein air base 
has increased staffing levels and is currently treating 21 casualties from 
Iraq.

But officials there would not say if capacity was being expanded.

Beijing authorities' deliberate news blackout regarding "severe
acute respiratory syndrome" (SARS), a lethal new type of pneumonia,
has denied the Chinese people their right to information critical to
their health. The preoccupation of the Beijing regime with maintaining
absolute political control has clearly neglected the importance of public
health and has endangered the physical well-being of all of humanity.

Thus far, SARS has been contracted by more than 487 people in Asia,
Europe and North America, and has caused more than a dozen deaths. On
March 15, therefore, the World Health Organization officially declared
SARS a threat to world health. 
Where did SARS originate? And why did the SARS outbreak become a global
epidemic? 
Based on investigations conducted by Hong Kong authorities, it was
brought into that territory in February by a semi-retired professor of
medicine from Guangdong Province. Three cases of anomalous pneumonia
reported in last November also point to the Foshan area of Guangdong as
the likely geographic origin of SARS. 
However, the Chinese bureaucracy prohibited the media from spreading the
news to other areas. Beijing's gag order not only deprived the Chinese
people from information essential to their well-being, but, because even
healthcare personnel have been kept in the dark, also allowed SARS to be
unnecessarily transmitted beyond China's borders to many corners of the
globe. 
In an attempt to downplay the severity of the SARS outbreak, the
Guangdong Provincial Government announced in February that spread of the
illness had been brought under control. Despite the egregious dishonesty
of that claim, it wasn't until March 10 that Beijing deigned to formally
notify the World Health Organization of the SARS threat. To this day,
Beijing has persisted in keeping mum on SARS epidemiological conditions,
as if the occurrence of the disease was a top-secret national security
issue. 
Refusal to face up to one's ailments and seek timely treatment is
detrimental not only to individual health but, when applied to a society
in general, such an exercise in self-denial constitutes a major
dereliction of duty in public health protection. After all, the PRC
authorities' delay in informing the world, and even their own people, of
the SARS menace is by no means a matter of their ignorance. Rather, it is
the consequence of the fact that one-party Chinese Communist Party rule
has heretofore always regarded the control of information and the
capability to disseminate misinformation as indispensable prerequisites
for maintaining its absolute grip on power. 
During the convening of the National People's Congress (NPC) and the
Chinese People's Political Consultative Conference (CPPCC) earlier this
month, three media publications - China News Weekly, Beijing Youth Daily
and South China Weekend - were "disciplined" and a fourth, the
21st Century Herald was shut down for angering bigwigs in the CCP. These
and uncountable other events underline the Beijing authorities' sick
obsession with news control and self-beautification. Once again, with the
SARS cover-up, we are reminded that in the CCP mentality even so
important a matter as the protection of public health pales in comparison
with keeping a grip on power. 
The PRC authorities attempt to legitimize their control of news by
stressing the importance of preserving social stability. Their hamfisted
attempt at censorship actually failed to keep rumors from spreading like
wildfire via the Internet and cell phone grapevine, setting off a
stampede of panicky Guangdong Province residents to buy useless
disinfectants. 
This example shows that the deliberate suppression of news that impacts
on matters of fundamental human welfare cannot ensure social stability
and that, on the contrary, failure to provide full information can
aggravate social instability. 
Another factor contributing to the Beijing authorities' attempted
cover-up of the SARS epidemic is the Chinese people's traditional
obsession with "saving face." One of the motivations behind
Beijing's gag order was the fear that public acknowledgement of the
problem would hurt China's international prestige. 
However, as in the case of Beijing's earlier attempt to keep a lid on
information on the spread of AIDS, the SARS news blackout has served only
to turn a manageable local outbreak into a frightening global pandemic
and, in the process, inflict even more severe harm to China's prestige.

The SARS debacle illustrates yet another malady of the PRC regime: Its
insistence on injecting selfish political concerns into affairs of broad
concern to the welfare of all humanity that transcend narrow political
divisions. As Taiwan's representation in the WHO has been blocked for
many years by the PRC, it is only thanks to the assistance of the United
States and other countries that we have been able to coordinate action on
the SARA epidemic with worldwide hea

WESTERN Australia's royal commission into police corruption demonstrates 
how easily the cancer caused by criminal officers can spread throughout the 
force. This week's suicide of a senior sergeant named at the commission 
starkly makes the point. The dead officer reportedly had the proof to 
exonerate himself, but could not face the prospect of being publicly 
identified as a bent cop. The moral responsibility for this officer's death 
lies with the police whose behavior has tainted the wider force. Yet the 
state's senior police and their political masters over the years are not 
blameless, because they have refused to face up to the universal reality of 
policing – that corruption is an ever-present danger among those invested 
with powers over the citzenry.
In a state where two premiers have gone to prison in recent memory, it is 
extraordinary that governments could underestimate the danger. The 
Anti-Corruption Commission established in the mid-1990s could not compel 
witnesses and was never up to the job. The state is now facing the 
consequences of this inadequate approach, and learning the details of 
widespread police corruption of a kind familiar in the eastern states, 
especially NSW, where new scandals seemed an annual event throughout the 
1990s.
The royal commission has learned details of police involvement in the 
illegal drug trade. There are incidents of police fabricating evidence and 
perjuring themselves to secure convictions. The most notable of these is 
the extraordinary saga of the Mickelberg brothers, convicted of planning to 
rob the Perth Mint in 1982 on the false evidence of a corrupt detective, 
Tony Lewandowski. And as in NSW in the 1990s, Western Australia is 
discovering that corruption is never isolated to front-line police, with an 
inspector confessing to graft. Health Minister Bob Kucera, previously a 
senior police officer, was present when Peter Mickelberg was questioned 
about the robbery, and his role has now been questioned by Mr Lewandowski. 
There is no evidence of any wrongdoing by Mr Kucera, and as with the case 
of the officer who died this week, it is another example of the long-term 
impact of corruption.
Premier Geoff Gallop appears to understand that constant vigilance is the 
only way to eradicate police corruption. He has acted on recommendations 
from the royal commission, and announced a permanent corruption and crime 
commission to continue its work. As the royal commission shows, the new 
body will have a great deal of dirty work to do. END.

hadn’t been revealed later in the “show” it was admitted that Centcom 
Studios only planned to show 5 films of successful attacks…..that’s five 
out of thousands of bombing sorties so far. “We’re just showing proof our 
“approach” to precision,” said Brooks. As opposed to showing actual proof 
of precision, I presume.

But hey, we’re supposed to believe everything we’re told at Centrom Studios 
because, announced Brooks, “This is a platform for truth.” An old woodsman 
I knew in Maine once observed that anyone he’d ever known who had to 
preface what they said by telling you how honest they were, invariably 
turned out to be the biggest liars in town. I’ve found that this is a 
pretty good litmus test. You either ARE the real thing, or you have to 
advertise, not usually both.

Anyway, Brooks press conference was one of the most pathetic spectacles, in 
terms of real information, honesty, and directness, that I have witnessed 
since the last time I was cornered by a desperate salesman at a used car 
lot. Some of Brooks’ statements represented such an extraordinarily 
primitive, crude type of propaganda that it seems bizarre anyone in their 
right mind would try to pass it off on a modern press corps, however 
gullible said press corps may be. Example: Brooks actually denied that any 
civilians had been killed by U.S. bombs….despite ample eyewitness reports 
by non-Iraqis, photos, video footage, and what sheer rational logic alone 
would tell you.. He went onto claim that any Iraqis being killed in battle, 
in fact, were being killed by their own troops!! These statements that are 
more reminiscent of “Weekly World News” headlines (“GMC Pickup Truck Found 
on Moon!”) than responsible commentary by “leaders.”

Brooks repeatedly denied that the bomb that landed in a Baghdad market was 
from the U.S. and had no answer when a disgusted reporter said, “Well, then 
whose was it?” He also had no answer when a BBC reporter asked if the US 
military had adequately warned Baghdad civilians as to the impending attack 
and battle. Other issues that received a “nonanswer” : Will the US military 
pull the same stunt they did in Afghanistan and designate POWs as “enemy 
combatants” whose treatment is not covered by the Geneva Convention? ( 
“We’ve made no policy decisions yet.”)….Why did you target the bridge in 
Iraq (which resulted in the deaths of Syrianl civilians) when Bush claimed 
the US would NOT target the infrastructure? (answer: gobbledy-gook) Why are 
you designating TV stations, when there are scores of civilian employees in 
these buildings? (answer: TV stations are a “military target” because they 
might provide some sort of service to the military. Using this rationale, 
let’s bomb all the Baghdad laundries – afterall, they may wash uniforms! Or 
how about the hospitals – they might have treated some of Saddam’s staff 
members for ulcers or hangnail!)

One of the most significant nonanswers was in response to this excellent 
point: The US wants the people of Basra to rise up in revolt to make the US 
troops’ job easier….but what guarantee do we plan to give the Basrans that 
the US will back them up in the event of a revolt and protect them? The 
response: nonanswer. Alas, the US track record in such matters doesn’t 
inspire much confidence.. Back in the 1950s, the US dropped thousands of 
leaflets into Hungary, urging the people to rise up against the communists 
– they were promised that the US would back them up if they did. The 
Hungarians rose up – and were slaughtered by the thousands when the 
promised US support failed to show up. More recently (late 1990s) the US 
government egged the East Timorese on in their push to break away from the 
rest of Indonesia and become a democracy. They did so, and, following their 
vote to create the new state, over 250,000 of them were slaughtered or 
driven into concentration camps – all while the US watched, holding off on 
sending in any he

Lawrence Kudlow is at it again, passing political judgement and now extra 
judicial judgement on his nightly "market-oriented" show. Kudlow, after 
presenting footage of Tom Daschle, D. South Dakota, raising objections to 
the Bush Tax plan (for the rich), looked squarely into the lens of the 
camera saying: "The man has had a bad month...going against the Commander

TV station attack could be illegal

Questions are being raised about the legality of the bombing of Iraqi 
television's main station in Baghdad. The attack appears to have been 
triggered by Washington's determination to pull the plugs on a vital 
propaganda weapon of Saddam Hussein's regime.
Amnesty International said that the bombing could be a breach of the Geneva 
Conventions. "The bombing of a television station, simply because it is 
being used for the purposes of propaganda, cannot be condoned. It is a 
civilian object, and thus protected under international humanitarian law," 
it said.

"To justify such an attack, coalition forces would have to show that the TV 
station was being used for military purposes, and that the attack properly 
balanced the concrete and direct military advantage anticipated with the 
incidental risk to civilian life", Claudio Cordone, Amnesty's director for 
international law, added.

The International Federation of Journalists described the attack as an 
attempt at censorship, and said that it may have breached the Geneva 
Conventions.

"I think there should be a clear international investigation into whether 
or not this bombing violates the Geneva Conventions," Aidan White, its 
general secretary, said.

"We have every reason to believe this is an act of censorship against media 
that US politicians and military strategists don't like," he added. The US 
would have targeted the television station earlier if it had been a 
military target, he said.

"There is no question that this attack reflects the anger and frustration 
of political leaders in the United States over the showing of prisoners on 
television, and the use of television to boost the morale of Saddam Hussein 
supporters," said Mr White.

The US defence secretary, Donald Rumsfeld, said earlier this week that the 
aim was to end the Iraqi regime's "ability to communicate".

Targets including Iraqi government communications and satellite links were 
described by Jim Wilkinson, a spokesman for US central command, as "key 
regime command-and-control assets".

Iraqi Satellite TV, which broadcasts outside Iraq, temporarily went off the 
air, while Iraq's domestic state-run television service resumed 
broadcasting with a weaker signal on Tuesday night as scheduled. Television 
monitoring services yesterday reported that state television was off the 
air again.

The defence secretary, Geoff Hoon, has said that he personally scrutinises 
targeting. His officials say that, under the law of armed conflict, only 
military objectives and combatants can be targeted, but "something that is 
normally civilian in use that is being used for military purposes may be a 
legitimate target".

During the Kosovo war, Nato bombers attacked the Belgrade headquarters of 
Serbian state television and radio in a raid, killing 16 civilians. The 
bombing, justified on the grounds that television and radio were being used 
as a "propaganda tool of the Milosevic government" was widely condemned.

Yesterday, Amnesty was also quick to attack the Iraqi regime in the light 
of reports that its forces had placed military targets close to civilians, 
and that Iraqi soldiers were dressed in civilian clothes to launch surprise 
attacks on US and British troops.

"Those who blur the distinction between combatants and civilians undermine 
the very foundations of humanitarian law," Mr Cordone said.

there is a lot of self imposed sensor ship in US on
the war.The Us pows's shown on al-jazeera were not
broadcasted over Us and those sites which had pictures
of POW's were removed as unethical graphics on web
pages.
May be the US itself might be stopping access to
al-jazeera networks.

The warmongers are losing their erections...

On the TV here tonight, the Italian correspondents in the USA - who have 
been, until now, megaphones for Bush - were strangely subdued. One of them 
said that CNN is actually becoming a force against the war, saying that 
over the past 3 days it has given great emphasis to the failure of the US 
military's strategy in Iraq and also to the families of POWs and casualties 
who are blaming Bush. I don't know whether that analysis corresponds to 
reality (we don't have CNN here), maybe the megaphones are changing tune 
for tactical reasons. But it seems to me, watching these guys tonight, that 
the wall of Global Corporate Media has cracked - thanks to places like 
indymedia and the huge avalanche of alternatuve information that is 
circulating, whether its emails, web sites, demonstrations, Al Jazeera. 
Keep up the good work, everyone!

An increasing number of people in the U.S. and around the planet feel that 
the United States and it's "leaders" are out of control. There are many 
people that believe democracy in the U.S. is a lie and that it is, in fact, 
the opposite of democracy. Nor does it advocate democracy in other 
countries as it claims to do.

As the Zapatistas of Mexico have said: Ya Basta! Enough is Enough! Imagine 
a global movement which has one primary goal. Fundamental regime change in 
the U.S. Not just the removal of George Bush and the current government. 
But the removal of the tightly controlled two party system. This system is 
fundamentally corrupt and it's mechanisms are easily hijacked, by special 
interests. In fact, it could be said that it is no longer a government by 
the people, for the people but a government by corporate special interests.

The U.S. should loose it's sovereignty. The people lost control of the 
government and it is a government which is heavily armed and dangerous to 
the world community. Recent history is overflowing with examples of U.S. 
aggression and manipulation. Such behavior should not be tolerated by the 
world community. The current war against Iraq is an example of the 
willingness of those in power to attack those who cannot defend themselves.

Our mission is to propose, to advocate for a shift in the global anti-war 
movement. While the movement should continue to mobilize against war, it 
should add to it's demand: Regime change in the U.S.

The Bush/Cheney Administration is now apparently feeling powerful enough to 
operate outside the dictates of the US Constitution. In a real way 
President Bush has "conspired" systematically with his White House 
"ELITE",in what amounts to a virtual "coup" to "supercede" the US 
Constitution and to replace it with their own brand of Right Wing Corporate 
Government or "Junta"!

Plans and objectives for this Right Wing "Junta" were drawn up by: 
Cheney;Rumsfeld;Wofowitz;Perle;Ashcroft and Cohen - before George W.Bush 
was even elected! Now President Bush,without any official authority to 
"supercede" the US Constitution is summarily putting these "Fascist" Right 
Wing plans into action (i.e. conquest of the Middle East Oil Fields!) and 
he is steadily acquiring (with little protest from Congress!) the powers 
and immunity of a Dictator!

In this way President Bush and his White House "Cabal" are really 
criminally guilty of "Treason" for replacing the "legitimate" 
Constitutional and Democratic Government of the United States with their 
own "self serving" Non-Democratic Right Wing "JUNTA" or Dictatorship!

Rather than "Diplomatically" dealing with the growing power of the European 
Union (and Russia) in the Middle East and Afghanistan the Bush/Cheny Govt. 
decided that "Pre-Empting" any "Percieved" threat to their "Absolute 
Dominance" in the "Oil Concerns" of those countries was their best and most 
reliable policy!

powers" of the United Nations and the European Union! The Bush/Cheney Govt. 
represent two interests in the Middle East that is vital to them - one is 
Corporate America' virtual "Oil Monopoly" there and the other is the 
perpetuation of the State of Israel. With the growing UN and European Union 
powers - both of these Bush/Cheney interests are challenged and put in 
jeopardy! There is already enough sentiment and consensus in Europe and the 
UN to declare Israel an "illegal state"! Plus new deals made between the 
European Union and the Middle East "Oil Producing Countries" favour fairer 
trade deals and offer these Mid East countries in return European backed 
"protection" against American "exploitation"!

So this growing independence in the Middle East from American exploitation 
has put the Bush/Cheney/Wall St. "Cabal" into a Frenzy! If they don't 
immediately "seize power" (and the major oil fields) in the Middle East the 
UN and the European Union are going to challenge and diminish U.S. oil 
monopolies and even American "Authority" in those areas.

Also to protect Corporate American interests,Bush & Cheny must shore up 
their "muscle" in the Middle East by massively funding and building up US 
Military "Might" in the area.Even to establishing a "US Military-Fortress 
Israel" to scare off any "legal" inroads or assertions that could be made 
by the UN and the European Union against U.S. monopolies and jurisdiction 
in the Middle East!

So the Bush/Cheney "Iraq War" comes down simply to the desperate need of 
Wall St and Corporate American to consolodate and ensure their "Oil 
Monopolies" in the Middle East - no matter what bloody reprecussions it 
causes to the peace of the world in general!

Earlier in the show, however, he says, "Of course Iraqis are
breaking the rules of war, Iraqis are savages." He then proceed's to
discuss the necessity of destroying as much and as many as possible in
order to insure victory. 
This article is interesting. I found it amusing that US military units in
Iraq need extra security and it also seems they don't have any maps or
GPS with them and are following local street signs to find their way
around. Wow it's good to know the US army is in control.

Thank you so much for influencing the current administration to go to the 
UN prior to invading Iraq. You seem to be the only cool head among a sea of 
narrow-minded, short-sighted policy makers. It must be difficult at times 
to be one of the few voices of reason in the Bush Whitehouse.

It's clear to me that we are invading Iraq, in large part, because of its 
vast oil reserves. The administration did a poor job attempting to show an 
Iraqi/Al Qaeda connection. Neither I, a majority of the Security Council 
members, nor a majority of the world's population were convinced.

I was especially appalled by your submission of forged African documents 
that purportedly showed that Iraq was continuing its nuclear weapons 
program. I'm sure your were quite embarrassed. How, after this, can you 
trust those working with and for you?

And now that we are at war and Americans and Iraqis are dying, I feel sick. 
But again and again on television, people are telling me that we must 
support our president, since we're at war. ... What? I'm sorry, but I'll 
never support a policy that circumvents the UN, because a few powerful 
people simply can.

I think you have no other choice right now (unless you can successfully 
influence a complete withdrawal from Iraq), other than to resign. I don't 
know you, but believe you share many of my concerns. You may risk a lot, 
even your career, but there are far more important things in life. Please 
do the right thing.

A number of workplace meetings and protests were held today in Melbourne, 
called by the Victorian Trades Hall.

Victorian Trades Hall today encouraged workers across Melbourne to stop 
work briefly to debate and protest the war in Iraq. Trades Hall Secretary, 
Leigh Hubbard, called on meetings to draft resolutions against the war and 
send them to the Prime Minister.

"We've got people like nurses in hospitals, we've got parliamentarians for 
peace, who will be on the front steps of parliament house, building workers 
will be dropping a banner on a building site, all of those things will be 
happening today, and we would ask people to actually speak out against this 
war," said Mr Hubbard, according to the ABC news webiste.

"All day today, we're asking people in the workplace to debate the issue 
around the war, to pass resolutions and if they pass one opposing the war, 
which we hope they do, then send the prime minister a fax or an email 
outlining their concerns."

This morning saw Maritime Union of Australia members unfurling an anti-war 
banner on the Bass Strait ferry just before docking. The 5 metre banner 
read "No war on Iraq". According to ABC News website, union official David 
Cushion argued for Australian trrops to be brought home.

"We believe this is a defence force, it shouldn't be fighting in an 
aggressive war. We support the troops but we do believe that their role is 
in defence of this country and we don't see the current war in Iraq as part 
of the defence of this country."

The banner was displayed by union members with the permission of the 
TT-line company.

State Parliamentarians protest

According to the Age, About 35 Victorian MPs gathered on the steps of the 
state parliament in protest against the war in Iraq. They were all Labor 
MPs. The only minister present was Employment Minister Jacinta Allan. 67 
state Labor MPs have signed a statement against the war, but the list does 
not include Premier Steve Bracks, Deputy Premier John Thwaites or Treasurer 
John Brumby..

Don Nardella, spokesman for Parliamentarians for Peace, said the group was 
opposed to Sadam Hussain's regime but did not support the war in Iraq.

"We call on the Australian government to pursue non-military solutions to 
disarm Iraq," he told reporters.

Construction Workers unfurl banner

According to the Age, about 100 construction workers stopped work at 
Melbourne's Crown Casino and unfurled a banner opposing the war in Iraq. 
The banner read "peace now - bring troops home" and was unfurled about 
9.15am. The workers also passed a resolution calling on Prime Minister John 
Howard to bring the Australian troops home from the Middle East.

Leigh Hubbard, secretary of the Victorian Trades Hall Council told the 
crowd "peace is union business. Ordinary workers and their families, 
workers on both sides of the fence, are killed in war. We as workers have a 
right, a constitutional right, to be able to protest and have our say."

Lawyers Rally against War

Melbourne Lawyers and legal workers rally against war
Several hundred Lawyers and legal workers rallied outside the Supreme Court 
of Victoria on Thursday in opposition to the war on Iraq. A number of 
speakers emphasised that this war is immoral, illegal and contrary to 
international law.

Melbourne University international law Professor Gillian Triggs said the 
only legal justification for war is self-defence or the support of the 
United Nations.

"I've read with as much objectivity as I can manage the 17 Security Council 
resolutions since 1990 and I can honestly say that there is no 
authorisation for the unilateral use of force in the absence of a further 
Security Council resolution," she said, according to the ABC online report.

Other speakers pointed out the need for the legal community to defend 
protestors such as those in Sydney who were arrested yesterday.

People overflowed the footpath and blocked traffic on William street 
outside the Supreme Court from 1.15pm till shortly after 2pm when the rally 
ended. There were no arrests!

Yesterday morning I could get to english.aljazeera.net.
As of yesterday afternoon, it has become unavailable.

Supposedly they are "victims of hackers" but yesterday a traceroute
from california stopped somewhere in Sprints' network in the US.

This morning I can't even resolve their name.
None of their listed nameservers will respond.
