Not quite correct. Cygwin is a Linux emulation environment for Windows. It allows you to port Linux source code (and thereby most UNIX source) code to Windows. The included libraries provide routines that emulate most Linux system calls (fork, exec, signal, pipe, etc, etc, etc). It does not allow you to run Linux executables under Windows.
