As far as I understand, they claim the "Boost" license for the collection as such. I can't tell whether such claims are enforcible, but it's out of our scope, it's up to the court to decide. (I'll further use the privately submitted simphone-src-0.9.3-a9.tar.gz.) Now, simcore/aria.c says, "This file is *based* on public domain code from..." (the emphasis is mine); however, it says little about its legal status. By the nature of the public domain, works based on it may have any distribution terms. Likewise, cryptopp/skipjack.cpp. Then, please note that Savannah is GNU Project's software forge.
