No, it's not. Just ad "aria2" as a dependency for the package and grab the ubuntu binary via aria2c --seed-time=0 http://.../...metalink There are already some deb packages downloading their content via other sources, i.e. flash plugin. I was told that this is a good start to look at. This way the deb package will only be a few kb.
