No. One can only import modules that have been shipped.

The current sagemath-categories does not ship enough modules.
Hence the scope of https://github.com/sagemath/sage/pull/38712, which 
combines enlarging sagemath-categories with the sample motivating 
application, namely creating sagemath-brial.
