There are two factors that forms a distribution package: (a) mathematical 
contents of the code and (b) dependencies (external software packages) that 
supports the code.
Some distribution packages are named after mathematical contents and others 
are named after the main dependency.

Distribution packages high in the hierarchy tree are named after the 
mathematical contents
Distribution packages low in the hierarchy tree are named after the main 
dependency

sagemath-categories is at the base of those distribution packages named 
after mathematical contents. I think the name is good.

More  code requires more dependencies. The "core distribution" as you 
describe is not possible.

`categories`?


I don't think people would do anything useful just with 
sagemath-categories. It exists to serve as the common base of all 
mathematical distribution packages.
