Needless to say this needs more effort. Speaking as someone who has worked on this, I'll just add that I do not see this as a promising or important direction for the Sage project. Mixing system Python packages with pip-installed packages is very tricky, and I consider it unlikely that we can create a stable solution based on this for the Sage distribution. I can also point at the already existing possibility to use Conda's Python packages on a Conda-based install.
