NEP 29 was designed for projects, and not for software distributions.
What problems do you see that come from sage having aspects of a software
distribution?
"Sage-the-distribution" allows us to reduce the inconvenience for end-users
when their (system) python version is too old. In this case, sage
automatically installs a newer Python. So I would argue that NEP29 is
actually a great fit for a hybrid application like sage since the
distribution aspect reduces some of the disadvantages that come with the
quicker drop schedule of NEP29.
