Are you sure that you didn't select Adwaita in the "Appearence" > window before you opened gnome tweak tool ? > Ah OK I find that I select adwaita without intention! any way I create a new user to see the real status, in attachment you find 3 screenshots, the second you can see that in the list of themes there is nothing (it is empty), but as you can see in the third one when I click on I find 5 themes! when I use gnome tweak tool before that I find as described in the first screenshot themes and parameters that you describe :) only one problem: the cursor is selected thikr but I have a simple cursor, the strange thing here is that in the screenshot it appear as a thikr cursor (athkar appear)!!!
