This wubi.exe is identical to the one included in the ISO.
The default language for my system is Dutch. Thinking that it might have
been the reason that wubi tried to download the entire ISO again, I changed
the language to English. To no avail. It still wanted to download the entire
ISO again. Then I changed the language to English (US) and even to French
(since perhaps that was your working language), but it still insists on
downloading the entire ISO again.
I tried this eight times. Four times wubi that is included in the ISO and
four times with wubi that you attached to your earlier mail. In the latter
case I made sure that wubi was launched from the directory where I have the
ISO sitting.

First of all, Eidakum Mubarak to everyone.
If you are interested, I also have a log file.
1) I could also not run Wubi.exe automatically, with the same error
message.
2) After I launched Wubi.exe manually, it proceeded to download the ISO
again.
3) Eventually, installation failed with HTTP Error 404: The requested
item was not found.
I am not an expert in this, but a few entries in the log file seem strange
to me. Perhaps it is not relevant, but e.g. it states the wrong time zone.
(It (incorrectly) deduces it from the language setting instead of from the
time zone setting.)
Also, how can I get the Live CD to start with Gnome 3 instead of Unity?
