I know this might be a silly question but did you try unplugging the Cat5 cable to the Hub for a few seconds then plug back in? Update firmware with newest Mate3 (not 3-s)? I had a reasonable amount of Mate3 swaps to the newer 3-s but the Mate3 units I still serve are pretty reliable and the behavior you describe kind of sounds like those usually remedied with a quick removal of the Cat5 cable.
