AB811 yes, City of Palm Desert, Berkeley the originators, have certainly
been educating publicly and have installed programs, other cities less so.
Get involved or on their lists if you're in the area. 

But what about AB117?  Does anyone know if this is actually law in the state
of CA?
   
The statute permits a local government board, or combination of governments
to create an entity called a "Community Choice Aggregator" (CCA), which may
procure electricity on behalf of local citizens, businesses, and itself.  AB
117 provides local governments greater discretion over the type and source
of electric generation their communities use.

Hi Drake,

This is where the German model of guaranteed low interest loans for PV
systems would be a great way to create jobs + all the rest.
Because as you point out, since putting your money in the bank for such low
returns, you'd get much better with producing your own power

Does anyone know of any PV funding that would work for the small guys in the
new Stimulus bill?
