Yes, it at least looks deliberate. Just like the front facing dropouts look deliberate. All disky bikes should have the dropouts facing in a direction so that braking forces pull the wheel IN, not OUT.
The thing that weirds me out about that bike is I can't see the stay on the other side. Did Peter cut it off so it only connects on the one (near) side? Or is it a photo trick where the far-side stay is just hiding behind the near side one? I can't tell.
