I should have noted that this is *not* a headset issue- though I thought it was at first. If I hop off the bike and lock the front break and rock the bike back and forth over the front wheel I can actually see the brake arms shift forward, eliciting the slight knock, back and forward. This is under heavy pressure, which matches its appearance when I am riding and brake suddenly coming down from 15mph+.
