Photos on setup issues are a good idea.  

There are a goodly number of variables in brake setup, as well as perceived 
feelings.  But, there's really no inherent reason why you should get 
vibration from longer arm brakes.   It certainly _can_ happen with some 
setupsThere was a long set of discussions in some of the other groups about 
the flexing of certain types of hangers for canti brake setups - those can 
(under CX race conditions and other high load stopping conditions) 
flex/deflex creating a front brake shudder.  If you've ever felt that, you 
would not describe it as "slight", so I don't think it's what you are 
experiencing. 

Is the vibration speed-dependent?  In other words, is it much worse when 
you increase speed or load?  When you say "forward rocking" is it pulsing? 
Is it a new rim?

To troubleshoot, I'd double check the brake shoe alignment and check the 
rim surface. I'd also check the brake mounting itself so see if something 
is shifting when the brake is applied.  

My Hilsen has long reach Silvers.  I'm in the 190 pound range and 
definitely carry gear on the bike. But, haven't felt that kind of vibration.
