We are talking 700c here, right? My commuting choice is the Vittoria Randoneur Pro. I find it rolls decently, and gets fewer flats than a Pasela. Fewer even that the 650b Marathons I used for a while. Cheaper than a Schwalbe, too.
If you really can't afford a flat, consider using Foss tubes, or tubes filled with a sealant, or just use Marathon Plusses and deal with the weight.
