I've looked a pair of shorts marketed by Woolrich, that seem to be
intended for police or military use, which they're marketing as the
"Elite Series Tactical" line.  Here's a link to the manufacturer's

They look quite nicely made, with loads of pockets, and come in a
variety of colors.  Unfortunately, the only retailer in Tucson never
seems to have much variety in sizes and I've never found a pair in my
size.  I did try on a pair that was larger than what I would wear and
they certainly felt comfortable.

>From what I've seen, the local Tucson bicycle police are wearing a
similar type of short, often with a pair of Pearl Izumi bicycling
shorts worn underneath their pocketed shorts.  The prices of the
Woolrich line doesn't look too bad either.
