I use the spacer mounted VO decaleur with a Berthod bag and a Mark's
Rack on my 60cm Rambouillet.  As with any choice there is a tradeoff.

1. I tried not using a decaleur and the bag really didn't stay
steady.  I
   tried to strap it various ways and the top continued to sway
around.
2. I never went with any kind of bolt on or zip tie approach because I
   want to be able to remove the bag quickly when I go into work.
3. I did not go with the tallest bag.  This is because I wanted to be
use
   cross levers.  Thus I wanted enough clearance for my hands to get
   onto the levers without problems from the bag.
4. Because the bag isn't the tallest, I don't use it in winter when I
   have enough extra clothing to switch around as the weather changes.
   It doesn't all fit in the bag.  Then I use a basket and a
waterproof
   stuff bag.
5. Finally, the Mark's Rack is great except if I try to put my laptop
   backpack in it.  That's just too much weight  :-(
