I think with a 63 you won't find a bag that comes up even with the bars.

Yes, holes do need to be punched, or drilled as the case may be.

I think this would be a great choice!  Check out the bag review in the
latest Bicycle Quarterly.

The bag opening from the front of the bike is really a deal killer for me.
To me it seems the whole point of having a handlebar bag is so you can get
to stuff while riding.  The Jitensha and Berthoud are easy to access, the
Ostrich is not.

Measure up from your rack and down from your stem bolt, study the photos on
the wall bike site and take your best guess.  I guessed/measured wrong on my
bike but I just returned the bag and got the next size up and it worked
fine.  If you want to email me directly I'd be happy to send detailed photos
and more indepth info of the instalation of my Berthoud bag and decauler.
