Now clearer. The text is rendered as part of the tiling process. I was using a
deprecated style that happened to be rendered without the correct fallbacks or
typefaces present. The presence of the typefaces on my machine was irrelevant
to the display of the text.
I have switched the OSM viewer to the Standard style and see the Berber script
in the tiles.
Given the style is frozen, I don't expect a fix. Thanks for the responses and
clarification.
